J. Thomas moved that, regarding Water Tower Square Shopping Center, located on the fonner <br />Sherwin William's property (including back land of Cross Roads Automobile Dealership) on <br />Lorain Road west of Dover Center Road, the Commission requests that the developer return with <br />revised plans that show no ingress or egress on Mill or pover Center Road. I would request that <br />the developer show on his revision an addition or expanded entrance on the Lorain Road side. I <br />would also request that the Law Department research the Super Store ordinance to determine the <br />issue that has been discussed previously. I would like additional traffic survey information that <br />shows a 24 hour traffic count based on the current vehicular traffic cou.nt that was provided <br />tonight. I would like a revised traffic survey for the effect on Porter Road taking into account <br />that Porter Road is no longer under reconstruction. I would like the Engineering Department to <br />come up with some figures based on best case/worse case scenario as far as infrastructure <br />improvements and the cost to the city, and, as a result of those infrastructure improvements, <br />where they would fall on a priority list assuming that this development went in within the next <br />year or two. I would like the developer to retuxn with a better description of the nature of the <br />other tenants of this developments (they do not have to be identified, just the nature of their <br />business). I would like the developer to landbank a ?nini?num of an additional 200 spaces, not <br />necessarily all on one place, but enough to increase the amount of green space, buffering, and <br />landscaping. I would like the city forester to do a survey of the mature trees in the area and <br />determine wluch ones can be saved, particularly along the peripheral boundaries. We would like <br />to see all the screening adjacent to residential property increased in height and depth. As far as <br />access on Lorain Road, I would like to see a wider avenue for cars to merge on the ingress side, <br />assuming that they are going to inaintain the same basic design of the driveway. I would like the <br />Engineering Department to give us an idea of what these monitoring wells mean as far as the EPA <br />is concerned, how long they are supposed to remain, what are we required to do with them, are <br />they required to have monitoring wells„ and what impact does this have on the development, <br />should there be access to these monitoring wells, are these monitoring wells there because they <br />perceive that there may be a problem down the road with contamination and as a result of that <br />must they maintain some kind of easement or access to these monitoring wells that would prevent <br />any vehicular traffic in that area or would demand some kind of cleaning or whatever. I would like <br />the Engineering Department to give us an idea, also the next time we meet, of the impact on the <br />drainage, what would be the best possible drainage and retention solution to the area based on <br />what the residents have indicated is a problem, Mr. Gorris then amended the motion to include, it <br />is also imperative that certaiu things such as a new site plan and traffic study be submitted to the <br />Engineering and Building Departments in plenty of time so they have sufficient time to review <br />them and to comment on what the Comnussion has requested, infrastructure, costs, eta Also we <br />would strongly recommend that Mr. Papandreas and Mr. Herbster's group meet at a mutual <br />convenient time, prior to when we meet again so Mr. Papandreas has a better understanding of <br />some of the concerns of the residents and they can be discussed in the site plan. Mr. Miller then <br />added that he would like to see a discussion of a second entrance on Lorain. Road, next to <br />McDonald's, as well as a including the possibility of widening Dover Road or including a stacking <br />laue on the Dover entrance in the event that a Dover Entrance is put on the site wluch is contrary <br />to Mr. Thomas' motion requesting elimination, however this would be tied to a stacking lane or <br />widening of Dover. Mr. Thoinas stated in that case, the developer could present a plan <br />el.uninating the Dover Center and Mill Road accesses, but include an overlay showing the Dover <br />Center access with a stacking lane and also all existing legal curb cuts between Rally's aud Mill <br />Road. Mr. Orlowski amended the motion to request that the building heights at the entrances <br />reduced; the bottom of the inound set at finished floor grade of the buildings with some type of <br />8
