Apartments, and west of Colebrook and Clareshire Condominiuns.
Proposal to construct building. -
Heard by Board of Zoning Appeals on Ma.rch 9, 1994.
Referred by Planning Commission Mareh 22, 1994. ,-
Sign,s Heard by Board of Zoning Appeals on April 6, 1994.
Mr. Newberry, engineer, introduced Wal-Mart representatives, Mr. Bingham, real
estate manager, Mr. Beno, District Manager in the Cleveland Akran area, Mr.
Cawrse, landscape architect, Mr. Herbsman, architectural consultant, Mr. Richie
and Mr. McPhale, also with the architectural firm. He gave a surnnary of.how the
proposal has proceeded and ad.vised that they received modified setback variances
in March fran the Boaxd of Zoning Appeals, and these variances are reflected in
the revised site plan. The sign package was presented to B.Z.A. in April at which
time almost all of the signage was eliminated on the building except for the
"Wal-Mart" sign in front and one "Tire and Lube Express" sign on the south,
however, these plans still show the additional signs, but will be removed later.
He explained the location of i:he 150,000 squa.re foot prototype building which ha.s
132,000 square feet area of retail space and 18,500 square feet of storage space;
the total parking will now be 837 spaces (the member's plan shows 856) and this
could still be adjusted. He presented a revised landscape plan, and explained
that most of the changes were in south of the building, between the building and
Country Club Boulevard, where modifications were made to allow sufficient radius
for truck turning. The interconnecting drive from Wal-Mart's parking lot to the
Corporate Center's lot was relocated to improve the traffic pattern and preserve
trees. A mound will be installed on the east portion of the property and will n,n
fran the Brookpark Road right of way south across the back of the site; and it
will be roughly 8 feet above the current grade at the property line which is
about a foot below where the floor will be. The mound will come. up 8 feet and
down 6 and flare crut inside to make it fit. A 6 foot high board an board fence
will run the entire length of the crown on the mound tapering down at the end. In
order to preserve a grove of pin oaks, they would like to move the mound ba.ck
somewhat an the southeast corner of the property, if the mound remains where it
was originally planned these trees would have to be removed. The perimeter
landscaping between this development and Corporate Center is part of the
agreement .with the seller. The sidewalk and mounds along Brookpark Road are now
shown on their property since they have not been able to meet with O.D.O.T.
officials and they are not sure what they can put in the right of way. The
Brookpark mourid, as well as the other perimeter mounds, will be about 4.5 feet
high above floor level. This plan shows many tree islands throughout the-parking
lot, but at the recommendation of the city forester, Mr. Wendell, the islands
will be bigger, about 2 parking, spaces wide and 2 deep, but the there will .be
fewer of them. Mr. Gallagher questioned the width of the mound on the east side.
Mr. Newberry responded that the mound would be 40 feet wide behind the building
and becomes narrower south of the builcting, he clarified that the intent was to
come from the property line up at 2.5 to 1 with a flat area an top just for the
fence, but basically a rounded crown and then down at 2.5 to 1 on the
building/parking lot side. Mr. Cawrse, landscape architect,, advised that the
mound was 35 to 38 feet at the base. Mr. Newberry explained that at the south
portiori where the pavement comes to within 25 feet of the mound, they will
probably have to construct some retaining structures to maintain the 25 foot
height. Mr. Zergott believed that it would be better to drop the mound at the
