Property Located on Brookpark Road, ea.st of the Westbury <br />Apartments,and west of Colebrook and Clareshire Condominiuns. <br />Proposal to construct building. - <br />Heard by Board of Zoning Appeals on Ma.rch 9, 1994. <br />Referred by Planning Commission Mareh 22, 1994. ,- <br />Sign,s Heard by Board of Zoning Appeals on April 6, 1994. <br />Mr. Newberry, engineer, introduced Wal-Mart representatives, Mr. Bingham, real <br />estate manager, Mr. Beno, District Manager in the Cleveland Akran area, Mr. <br />Cawrse, landscape architect, Mr. Herbsman, architectural consultant, Mr. Richie <br />and Mr. McPhale, also with the architectural firm. He gave a surnnary of.how the <br />proposal has proceeded and ad.vised that they received modified setback variances <br />in March fran the Boaxd of Zoning Appeals, and these variances are reflected in <br />the revised site plan. The sign package was presented to B.Z.A. in April at which <br />time almost all of the signage was eliminated on the building except for the <br />"Wal-Mart" sign in front and one "Tire and Lube Express" sign on the south, <br />however, these plans still show the additional signs, but will be removed later. <br />He explained the location of i:he 150,000 squa.re foot prototype building which ha.s <br />132,000 square feet area of retail space and 18,500 square feet of storage space; <br />the total parking will now be 837 spaces (the member's plan shows 856) and this <br />could still be adjusted. He presented a revised landscape plan, and explained <br />that most of the changes were in south of the building, between the building and <br />Country Club Boulevard, where modifications were made to allow sufficient radius <br />for truck turning. The interconnecting drive from Wal-Mart's parking lot to the <br />Corporate Center's lot was relocated to improve the traffic pattern and preserve <br />trees. A mound will be installed on the east portion of the property and will n,n <br />fran the Brookpark Road right of way south across the back of the site; and it <br />will be roughly 8 feet above the current grade at the property line which is <br />about a foot below where the floor will be. The mound will come. up 8 feet and <br />down 6 and flare crut inside to make it fit. A 6 foot high board an board fence <br />will run the entire length of the crown on the mound tapering down at the end. In <br />order to preserve a grove of pin oaks, they would like to move the mound ba.ck <br />somewhat an the southeast corner of the property, if the mound remains where it <br />was originally planned these trees would have to be removed. The perimeter <br />landscaping between this development and Corporate Center is part of the <br />agreement .with the seller. The sidewalk and mounds along Brookpark Road are now <br />shown on their property since they have not been able to meet with O.D.O.T. <br />officials and they are not sure what they can put in the right of way. The <br />Brookpark mourid, as well as the other perimeter mounds, will be about 4.5 feet <br />high above floor level. This plan shows many tree islands throughout the-parking <br />lot, but at the recommendation of the city forester, Mr. Wendell, the islands <br />will be bigger, about 2 parking,spaces wide and 2 deep, but the there will .be <br />fewer of them. Mr. Gallagher questioned the width of the mound on the east side. <br />Mr. Newberry responded that the mound would be 40 feet wide behind the building <br />and becomes narrower south of the builcting, he clarified that the intent was to <br />come from the property line up at 2.5 to 1 with a flat area an top just for the <br />fence, but basically a rounded crown and then down at 2.5 to 1 on the <br />building/parking lot side. Mr. Cawrse, landscape architect,, advised that the <br />mound was 35 to 38 feet at the base. Mr. Newberry explained that at the south <br />portiori where the pavement comes to within 25 feet of the mound, they will <br />probably have to construct some retaining structures to maintain the 25 foot <br />height.
