",. . , ..??
1) North 07msted Fire Station; 24291 Lorain Road.
Proposal to construct building.
Will be heard by Planning Commission May 24, 1994.
Fire Chief Osterhouse, Service Director Bohlmann, City Engineer Deichmann, and
architects, C. & C. Dickson presented plans. Neighbors, Mrs. Kascak, Mrs. Koehler
and Mrs. Hutnyak were present. Mr. Bohl:marm introduced the architects and
explained that the three neighbors who are present have been advised that the
city will agree to a 6 or 8 foot high board on board fence adjacent to their
property but that is not shown on plans the members were given. The city has also
agreed to save as many of the trees as possible. Building Commissioner Gonway
explained that the Fire Station had to be approved vnder a Conditiona.l Use permit
which specifies that Plarming Commissian must stipulate where the building should
go and how it is to be orientated since there are no specific zoning code
regulations regarding setbacks etc. This board must approve the plans
conceptually. The architects presented the renderings and samples. 14s. Dickson
explained that the utility size, brick was.a full range,Bowerstan, Canyon, rough
texture brick and the grout will be gray. r7ost of the building was brick with the
exception of some of the second floor areas where they are installing an A1liance
metal panel wall systert in a gray'.eolor xnimber 18168: The roof will be a
composition slate roof, a cement fiber material, whieh is a lower maintenance and,
longer wearing material than shingles. Mr. Sohn was concerned that the materials
would be too dark. Mr. Dickson believed-that it would appear lighter after it was
constructed and when it was seen in natural light. The Pella windows will be
double glazed with alumintun frames clad with a thin band of red. Mr. Boh]_mann
stated that this could be changed if the board preferred something else. It was
clarified that this would be a baked on finish and.was not anodized. Three of the
doors shown will be a combination of the gray panels and glass, and the two main
garage doors will be full glass and the other doors will be a combination of
glass and the inetal panels. The skylight over the apparatus area will be gray to
match the roof. The coliunn.s will ma.tch the panel system and the gutters will be a
zinc, oxidized material that is long lasting with little or no maintenance, they
will be bright at first, but will weather to a patina color. Fire Chief
Osterhouse stated that he was pleased with the bwilding and all of their
recommendations ha.d been taken into consideration. He believed that the glass
doors would show off the fire vehicles. The skylights will give more natural
light in the apparatus room where it is needed. Mr. Sohn noted that this actually
looked like three separate buildings and seemed to be too strong. Ms. Dickson
responded that they were dealing with three separate zones, and the public area
neerled to be separated from the living areas and the configuration of the site
had dictated., this placement of the building. Mr. Dickson stated that since there
will be visitors, this configuration separated the visiting area from the other
areas. He also noted that, at the suggesti.on of several city bodies, the
electrical,. air conditioning tmits and generators, etc. were put within the
pitched roof area. O.ther air conditioning units will be on the ground and
screened with plantings. Mr. Gallagher thought perhaps there should be some kind
of screening as well as the plantings around the units. Mr. Dickson did not
believe that a fence would be appropriate with this type building, and noted that
since the building is:occupied 24 hours," he did not believe. that fencing was
necessary. He advised that there will be an 8 foot lioard on board fence around
the dumpster. In reference to the lighting, the two exterior lights, closest to
Lorain Road, will be 27 feet high and the lights on the interior will be 16 feet,
6 inches. All the lights will be metal halide and will be shielded. The neighbors
would like to save as many trees as possible, and Mr. Deichmann suggested that
the forester should look into preserving the trees. Mr. Gallagher- advised that
3
