He explained to Mr. Yager that the home next to the side <br />loading dock is not adjacent to the dock it is toward the front of the lot, and that they see the <br />trucks come in to the front now. Mr. Zergott did not believe that this would be a problem <br />aesthetically. Mr. Gallagher had no problem with it either. There is no dumpster on the property <br />but they show an wood slatted fence dumpster enclosure in case they need it. Mr. Yager stated <br />that there might be a problem since the hydrant is close to the enclosure. Mr. Hardy clarified that <br />he will not be building the dumpster enclosure unless they absolutely need it. Most of their rubbish <br />is paper. Mr. Yager was still had concerns about the second load.ing dock, but it was eacplained <br />that the property was zoned Limited Industry, even though there was a house on it. B. Zergott <br />moved to accept the proposal as presented and he will review the site to determine if the <br />additional arborvitae are needed. Also it is to be noted that the concrete block is to be scored all <br />around and painted to match the existing brick. The high pressure sodium lights are to be shieldeci <br />down and are not to exceed the boundaries of the property, seconded by Y. Sohn, and <br />unanimously approved. Water Tower Square Shopping Center, to be located on the former Sherwin Williams property <br />(including back laud of Cross Roads Automobile Dealership) on Lorain road, west of Dover <br />Center Road. (Heard at this point). <br />Proposal to construct shopping center. <br />Referred by Plauning Commission September 27, 1994. <br />-Mr. Papandreas, Carnegie Management, Mr. Fiala, architect, and Mr. Davia, representing Circuit <br />City, presented the plans. Mr. Papandreas presented a rendering aud gave a brief overview of the <br />project. He explained that they have used a variety of materials and textures to give the project a <br />an upscale image. The stores consist of 4 category retailers each with a feature element at their <br />entry. They will create an 8 foot mou.nded landscape buffer with a 6 foot board on board fence in <br />the rear, the parking area will be landscaped. They have met with the residents and they have dealt <br />with their concerns, including screening the loading zones with masonry walls. He advised that <br />they have relocated the loading docks to the recessed areas of the building which will keep them <br />further away from the residents. He explained that they will be using some pavers to change the <br />color aud texture of the sidewalk along the front of the building and planters and benches will be <br />placed along this area. An 8 by 8 foot ground sign which will be placed beside the entry in a <br />laudscaped area , and some landscaping will be added on the other side on of this access. There <br />will also be landscaping on either side of the Dover Center and Mill Road entries. Originally they <br />had 200 trees on the property, but have increased it to 290 and also some pines have been added <br />on the mound. Tliey have not decided if the pines will go on both sides of the fence, but he is <br />more inclined to put them on the residents side since they would not be seen behind the building. <br />The residents have not asked for that. He clarified that they had the fence on the mou.nd and the <br />neighbors have fences on their property; they will maintain the land behind their fence. He <br />clarified for Mr. Gallagher that the all truck traffic would come off Lorain Road and there would <br />be signage identifying that. Mr. Gallagher advised Mr. Yager that it was a law they can have <br />entrances on all three streets. Mr. Papandreas further explained that they have lowered the floor <br />elevation from the original plan, and have taken the grade of the center of the property, which <br />drops off to the uorth and they would have to cut out on the south. Regarding the drainage <br />system there will be inlets along the back of the mound. Mr. Fiala explained the materials, there <br />3
