operatiou later on. At present, this is just a temporary operation, the unit is mobile and can be moved <br />or taken to fairs etc. and he does not plan to keep it there indefinitely. He only plans to be there for <br />2-1/2 to three years and he is considering converting the dancing school on lus properiy to a coffee <br />house. He advised the neighbor that the operator of the dancing school had a three year lease. <br />Building Commissioner Conway advised that he had asked Mr. LeBlanc and his attorney to advise <br />the tenant when the parking is available. The dance studio has stacked parking and cars pull <br />immediately off Lorain Road, and when his business is operating, most of the dancing school's <br />parking is eliminated. He received correspondence today and apparently there is still some contention <br />betweeu them regardiug the availability of the parking. Councibnau Nashar had contacted him also <br />and advised that he had been informed that this was to be a 2 or 3 year operation. Mr. Conway <br />clarified that Mr. LeBlanc will bring a unit in, market it, and after it is sold, bring in another unit, so <br />there could be a different unit every few months., 17ie variance that this board is considering, is doing <br />business in the 75 foot front set back, and the proposal would still have to return Planning <br />Commission for access, etc. Mr. LeBlanc advised that the lease states that the dancing school <br />operator has use of the parking lot, not exclusive control of it. The operators seem to believe that <br />they can control everytlung, however they have leased the dancing school building and the right to <br />use the name, Les Beaucaires. He does not plan to.park excess equipment there during their business <br />hours, but they are not open at 6 to 10 in the morning, they open about 3:00 p.m. weekdays, and on <br />Saturdays. He does not operate on Saturdays. In the summertime, when the dance school closes <br />down, he will operate in the evenings. Mr. Conway advised that this is still shared parking, and he <br />does need clarification that they are not operating at the same hours. Mr. Gomersall stated that he <br />rarely gets out that far, and is relying on the comments of Planning Commission and the people who <br />live in the western part of tlie city. He is opposed on the basis of the traffic and drivers pulling in and <br />out. Mr. LeBlanc stated that, at the Planuuig Commission, only one person stated that someone was <br />almost rear ended in front of the business because a driver turned in on impulse. He was upset by <br />comments that there were children walking in the neighborhood, since there are no children until <br />about 3:00 p.m. Mr. Gomersall read Mrs. O'Rourke's comments in the minutes which also stated <br />that she had two mothers complain about the business. Mr. LeBlanc estimated that he had 30 or 40 <br />cars per day on a good day. This is all walk up traffic now, but he is proposing to have drive-tlu-u <br />traffic as shown on the plan. Mr. Maloney is concernecl about the safety of the children at the Dairy <br />King next door, since both of these will be operating simultaneously in the suvvner. He maintained <br />that the Diary King customers enter and leave that property the same way as his customers do. N1r. <br />Gomersall believed that those customers used the side street particularly when they are going west. <br />Mi-. LeBlanc stated that wheu he brought the trailer back one night, Dairy King's customers were <br />parked across the front of his property and in liis driveway. They moved their cars when he <br />tlreatened to call the Police. He maintained that the Dairy King did not have enough parking and <br />parked on lus lot. Mr. Gomersall stated that the Dauy King was there and there was little that could <br />be done to change that. Mr. LeBlanc stated that his customers would just drive around and pick up <br />theu coffee, he did not intend to have any outside tables. In the suminer they would operate from <br />6:30 to 10:00 a.m. and reopen at 7:00 p.m. Mr. Gomersall believed that this property was not big <br />enough to support all this business. Mr. Koberna believed that this is better than what he has now, <br />but is concerned because he will be bringing ui different units like a used car lot. He did not believe <br />that it was any more of a safety problem than the Dairy King. Mr. Gomersall noted that children did <br />come to the Dairy Kiug from the soccer fields and this would be adding to the traffic. Law D'u:ector <br />Gareau, who lives down the street, did not believe, that children usually walked there, they were <br />usually driven. Mr. Kobema was not sure there was a problem with pedestrian safety, and noted that <br />tlus was no bigger than the Fotomat stores used to be. Ms. Boyle agreed. Mr. Gomersall still <br />5
