problem behind Handy Andy's, and this will be moving the truck dock closer to that area, thus <br />making a bad situation worse. She pointed out that the residents behind that area had stated that <br />noise echoed from the walls and moving the truck dock to that area would increase these echoes. <br />Mr. Papandreas advised that they have been made aware of the problems and have met .with the <br />Condouiiuium Association Board and are trying to alleviate some of these problems, even though <br />they relate to Plaza North. Mr. Gomersall stated that there was little that could be done because <br />this is for Plaza South, if Handy Andy were before the board, more could probably be dane. He <br />believed that Biskind Development should try to alleviate the problem. Mr. Papandreas stated <br />that this will be to the east of Handy Andy and the dock will be behind a wall and they are looking <br />into the echo problem that was mentioned. Mr. Maloney stated that the city should seive notice <br />upon tenants when trucks are parked over night. In reference to the variances, Mr. Papandreas . <br />explained that the ordinances pertaining to lot coverage were enacted in 1990, and the center was <br />constructed 'm 1987. The existing center covers about 30.5% of the lot and they are asking for <br />about 32% coverage. If the parking area that he had mentioned previously had been included in <br />the site plan, the effective lot coverage is reduced to 23.9%. In reference to the signage, the <br />representatives of Best Buy believed that they needed the visibility from Great Northern since they <br />are some distance away. The yellow ticket shown as their sign is used extensively throughout their <br />advertising and will be their identification in the 6 Cleveland stores that they are opening. Bu.ilding <br />Commissioner Conway had advised before the meeting that the sign variance request must be <br />corrected to an 8 foot height variance, no variance for total size, but a 165 square foot variance <br />for a wall sign that is over the 75 square foot maximwn. It was noted that the sign is recessed <br />somewhat so that it will not be visible to the neighbors, but it will be visible from Great Northern. <br />This sign is smaller than some of the others in the plaza. Mr. Gomersall stated that the board's <br />policy has been to reduce signage in that area. Mr. Johnson stated that the sign was smaller than <br />M. C. Sporting Goods and Kronheim's, but larger than Marshall's. He restated that the sign was <br />recessed 4 feet in and would be shielded from the residents. Mr. Koberna noted that he had seen a <br />notation that the sign did come in different sizes. Mr. Johnson stated that the standard size is <br />bigger than this one. After some discussion, it was determined that they did have a 225 square <br />foot sign which is slightly smaller. Since the yellow background is backlit, Mr. Koberna believed <br />that a small er sign would stand out. The members agreed that the sign was too large. Mr. <br />Gomersall did not believe that the height was a problem but the overall sign was too large. Mr. <br />Fiala stated that the sign shown on the elevation is the larger sign, not the sign that they are <br />proposing. Mr. Gomersall thought that a 200 square foot sign would be visible. The Planning <br />Commission had suggested that the other variances be granted, and the board had no problem <br />with them and believed that it would be better to have this store than empty units. It was decided <br />to compromise on an 11 foot by 18 foot, 4 inch sign and the height variance would be 7 foot, and <br />the square foot variance would be 127 square feet . B. Gomersall moved to grant the request of <br />Best Buy Company, Ina 5138 Great Northern Plaza South to increase lot coverage to 32% <br />instead of the 25°/a permitted, Also to grant a special permit to add to non-conforming bu.ilding <br />(rear setback and lot coverage). Also to grant the request for 127 square foot variance allowed on <br />a building unit and a 7 foot variance for height of signs, seconded by J. Maloney, and unanimously <br />approved.
