stated earlier, possibly the reason that Alexander Road is under construction now is because <br />residents turned right around to Alexander Road, instead of turning left onto Clague from Sharon <br />and the road was not designed for that much traffia Councilman Lind's response from the <br />audience was not audible. Mr. Pangrac stated that the pictures submitted by the develaper do not <br />show the fence, and was mainly concerned about the value of his home which he bought on good <br />failed based, on zoning laws_ that were on the books in 1966 when he bought his home and he <br />expected the city to honor those ordinances. Mrs. Deucher, a 24 year resident of Westchester <br />Drive, stated that the 3 foot wide creek that was in their yard when they bought their house is <br />now large wash. She does not believe putting in ponds will correct the problem which should be <br />corrected before anyone else is allowed to come into the area. A resident of Woodview Drive <br />stated that he now needed a larger home, but there was to place to move up in North Olmsted, <br />he either had to move into a condominium or,-an apartment. He would like this property <br />developed as single family because he would like to just move down the street. They will move <br />out earlier if this development goes in. Mr. Spaulding, a former Planniug Commission Chairman, <br />who is a 40 year resident, and a 21 year resident of'this neighborhood inaintained that many <br />people with children want to move into North Olmsted because it had one of the best school <br />systems in the county and putting in empty nesters might not help that. They expected a single <br />family developmeut to be built some time ago. He was told that 851/o to 90% of the land zoued <br />Single Family has been used up and maintained that the city needed as much single family land as <br />possible. He is also concerned about the undedicated streets which are 22 feet instead of the <br />minimum 27 feet and believed thought that the city would eventually be asked to take over these <br />streets noting that the city has had to take over development recreatiou areas in the past. He is <br />concerned about the ponds since he was advised by the Mr. McKay, City Engineer in Fairview, <br />that a pond could raise 3 or 4 inches causing flooding and they have enough flooding as it is. He <br />believed that if they varied the setbacks, it might improve the appearance of the development, but <br />objected to looking at the back of 3 units which would be a solid wall; he suggested a minunum <br />of 30 feet between buildiugs. He advised Mr. McDermott that the Fairview Park engineer stated <br />that there had been a report of hazardous waste ui the area and he would like that addressed. He <br />believed that cluster zoning was an excuse to have smaller lots, and believed that there should be <br />a valid reason for changing the zoning. Mr. Lecklin wondered if this development might not be <br />expand to another adjacent vacant parcel. Mr. Margevicius believed that hydraulically and <br />hydrologically tliis is a bad concept and stated he has heard nothing about wetland delineatiou <br />and there is a ditch on the property that is classified as a federal wetland. He also noted that the <br />data based on a 25 year storm was over 35 years old and there was more updated information. <br />He stated that 25 years storms seem to happen more frequently. He questioned the capacity of <br />the sanitarysewers aud if they could adequately handle the flow from this dense area, -and he <br />noted that there was only one water main access provided and the Cleveland Water Department <br />was requ.iring two. He believed that all of the issues must be addressed before a decision can be <br />made and asked that the Commission address the concerns of the community as opposed to those <br />of the developers. After some discussion; the members decided to table the proposal in order to <br />get more information before making recommendations to Council as to whether or not the <br />property should be rezoned. Mr. Tallon advised the residents and the developers would be <br />tabled until the next meeting in order for the developers to review the remarks of the neighbors <br />and the Coiwnission in order to encompass them in 'their plans at the next meeting. The <br />Commission would also like further input from the Engineering and the Safety Department <br />regard.iug the issues that have not been resolved. The neighbors wanted all the people in the <br />surrounding community notified, instead of just the abutting ones. Mr. Miller and Assistant Law <br />Director Dubelko advised that the city had to follow ordinance and if the ordinance was not <br />9
