Mr. Tallon stated that this is what the Commission is looking for since it is aesthetically <br />pleasing. Mr. Stoyanov explained that the lines shown on the drawings are a reveal, not a strip of a <br />different kind of material. It was clarified for Ms. Cameron-Alston that the planters will be <br />enclosed in concrete curbs and the green area will be slanted up, but the pods will just be a few <br />inches above grade. Mr. Stoyanov presented renderings of the signs, and the setback of the <br />ground signs will probably need a variance. The pole sign will be eliminated. If they get approval <br />from Toyota, they will present the entire sign package to the Board of Zoning Appeals. R. Tallon <br />moved to accept the proposal for the Saturn Dealership at 27000 Lorain Road, to convert the <br />former Toyota_.show room for use by Saturn with a new building facade and the addition of <br />planters. The developer is going to go on the Board of Zoning Appeals for the number of signs, <br />and setback on the grou.nd sign, the pole sign will be removed and replaced with the ground sign. <br />The developer is going to check on the removal of the lift ramp that is now on the property. This <br />proposal will be referred to the Architectural Review Board, and if that Board has no problems <br />with this proposal, it can go directly to B.Z.D. committee of Council. The Commission does <br />stipulate that the developer match the colors on the Saturn show room and the proposed <br />Toyota/Mazda show room. The motion was seconded by T. Manuing and unanimously approved. <br />2) Bridgeport Village (Wlutlatch & Co.), Properly bounded by the rear property lines of lots on <br />West 231st Street on the east; by back land on the north, and by properties located on <br />Clague Road, Tree Lane, and Woodview and Sharon Drives on the west. Access will be from <br />the north side of Lorain Road between Clague Road and West 231 Street, with a gate onto <br />Woodview Drive. <br />Proposal is to construct a Single Family, Cluster development of attached or detached residences. <br />Rezoning will be required. Proposal continued by Planuiug Commission January 10, 1995. <br />Mr. Basalla presented plans and advised that, pursuant to what was discussed at the January lOth <br />meeting, they have made substantial changes to the original plan, and have subsequently met with <br />the residents to explain those changes. He explained that these changes will make this a superior <br />development and will result in a decreased storm water runoff from what there is now. The <br />nu.mber of units have been decreased from 89 to 83; they have made all of the reductions along the <br />east and west property lines (adjacent to the surrounding residents); all of the three unit buildings <br />have been removed, and replaced with two unit buildings, and single unit buildings. This would <br />result in fewer units adjacent to the property lines tha.n there would b.e under the existing zoning <br />requirements for a single family development wherein there could be 18 lots adjacent to those <br />property lines. They have also attempted to create a dense buffer around the development to keep <br />the core of the development separated visually and functionally from the adjacent property. The <br />total density of the properiy has been reduced to 4.91 units per acre, which is over one unit less <br />than permitted by the zoning. They have also added a continuous sidewalk on one side of the street <br />from Lorain Road, and a sidewalk on the opposite side for the first 500 feet in from Lorain. In <br />reference to the fence, they originally proposed the fence because of concern for the water <br />features, but since there was so much opposition, they are now proposing a two style fence <br />configuration with a chain link fence in the areas where the water features are close to the property <br />2
