add planting where the new bus parking spaces are. He was not sure if the fence belonged to the <br />school or the neighbors, so a board on board fence would be adjacent to the cyclone fence. Mr. <br />Kastor, a neighbor, advised that the cyclone fencing belonged to the Board of Education and started <br />at the southerly part of the existing building extending toward the high school and there is no fence <br />going north. The building will be 18 feet high to the garage portion and 11 feet high on the office <br />portion. There will be no antennas on the roof that he is aware of. Neigbbors were invited to speak at <br />this time. Mr. Kastor stated that Mr. Frick, a member of the school administration, had advised him <br />that this portion of the agenda was to be moved to the end, because he would not be present until <br />after a school board meeting and wondered why this discussion could not be delayed until Mr. Frick <br />arrived because he could respond to any questions that might be asked. Mr. Tallon offered to table <br />the proposal until the end of the meeting, but when the neighbors were told it could be late as 11:00 <br />p.m., the majority preferred to continue with the discussion. Mr. Templeton, another neighbor, was <br />concerned about water drainage since their properties area lower and stated that tlie existing building <br />had no drains and apparently there had been some flooding shortly after it was built. He is also <br />concerned that they intend to open up a second access onto Burns Road for buses. Assistant City <br />Engineer McDermott advised that drainage will be addressed when the engineering plans are <br />submitted. Mr. Tallon stated that a new access was not part of this proposal. Mr. Templeton made <br />several other comments: this area is full of debris and poison ivy which should be cleaned up; that <br />this development might harm a 150 year old oak tree on his property; and cautioned that there might <br />be foundry sand in the area where the building is to be constructed. He was advised that his tree <br />should not be affected, that soil samples would have to be taken. In response to Mr. Manuing's <br />questions, 1VIr. Templeton advised that he would prefer a wood fence and questioned the height. It <br />was stated that 6 foot should be best. Regarding the drainage, Mr. Toxnsik stated that there would be <br />an integral roof drain system into the garage which will be tied into the sewer system on school <br />board property. Mrs. Hess, who lives right behind the open area between the two buildings, and is <br />concerned that trash and bus parts would be dumped there and she would like some landscaping <br />there. Mr. Tomsik advised that the existing dwnpster would be relocated between the two building <br />and screened. They also intend to install a chain link fence between the two buildings so nothing can <br />get behind them. Mr. Tallon would like a board ori board fence there. Mrs. Reynolds is concemed <br />about the noise and pollution that would be generated from the garage. Mr. Tomsik advised that the <br />normal hours were 7:00 a.m. to 3:00 or 4:00 in the aftemoon, with some field trips at other hours. <br />He stated that this would be a pre-cast concrete roof design and brick and block walls should contain <br />most noise. They will follow all Ohio Basic Build.iug Code and EPA requirements regarding waste <br />oil, exhaust etc. She also complained about the trash behind the multi-service building and advised <br />that they had an on-going problem with students frequently hiding there. Mr. Tomsik believed that it <br />would be best to totally ericlose in this area with cyclone fencing so there would be no easy access to <br />it and it could easily be patrolled. Mrs. Reynolds wondered how far the board on board fence would <br />be installed. The members believed that it should e}rtend from the southern end of the garage <br />(Northem Avenue) all the way to lot 107 at the end. of the multi-service building. Mr. Stalter also <br />complained about students cutting through yards and is concerned about security. He would like <br />some security lighting on the ends of both buildings. Mr. Frick had arrived by this time, and advised <br />that there are some pole lights and agreed that some lighting would be necessary. He wondered if an <br />open fence might not be better. Mr. Tallon stated that a chain link fence be added froin the south <br />side of the new building perpendicular to the board on board fence and also at the end of the multi- <br />service building to the property line between lots 106 and-107 and suggested that there could be two <br />down lights on the back of the building wluch would allow visibility but not annoy the neighbars.
