Mrs. <br />Mahoney, a resident to the rear, is concerned about lighting since that has been a problem in the past. <br />She noted that because the elevation of Lorain Road is so high, even lights on 20 foot poles on Lorain <br />Road shine into their homes. She, too, is concerned that they will fill in the lower portion of the <br />property which will increase the drainage, and also make the building much higher than their property. <br />She noted that Kenny Kings had to put in a mou.nd to screen lights from shiuuing into their homes. <br />She was also concerned that trucks might be parked in the back later on when part of the building is <br />leased out, and questioned how far back the parking would go. She was also concerned about <br />chemicals being drained into the ditch, and she does not want even biodegradable chemicals in the <br />ditch. She wondered about outside loud speakers and deliveries, especially for a future tenant. She <br />also questioned how they could get a build.ing and a driveway on such a narrow lot and how far back <br />the building was going. Mr. Rooney showed her the site plan and explained that the building is set <br />back 100 feet. from Lorain Road, the building itself is 100 feet, and the total depth of the lot is over <br />500 feet, so there would be 300 feet from the building to the rear lot line. He showed her where the <br />paving would stop advising that they did not intend to install a fence but would leave the rear area <br />natural. He further stated that chemicals that would be disposed of in the sanitary sewers, not in the <br />ditch. He could not address the elevations but that would be reviewed by the Engineering Department. <br />They will have no pole lighting in the parking lot, and will only have wall lights on the back of the <br />building which will be directed down. Mrs. Maloney believed that a fence or something should.shield <br />the property, especially because this would be close to her neighbor's properry. Mr. Rooney reiterated <br />that they would conduct no business at night, and worked from 8:00 a.m to 3:00 or 5:00 in the <br />evening. Mrs. Maloney noted that they cannot put those restrictions on a future tenant and questioned <br />the truck loading area. Mr. Rooney responded that the city requires a truck loading zone. Mrs. <br />Maloney asked that the commission consider her concerns, especially about the elevations and the <br />prospect of a future tenant. Councilmau Nashar noted that Kenny King's had both mounding and <br />fencing and since no one knew what kind of business would be there in the future, he requested <br />mounding or a board on board fence be required since there have been many problems in that vicinity. <br />The members studied the plans and the elevations shown on the plans. It was determined that there <br />was only a foot or two difference between the front and the back of the building, there would be a 6.5 <br />foot drop from the back of the building to the property line. Mr. Rooney presented a cut of a type of <br />light that they had considered, but Mr. Tallon advised that this would not be satisfactory since the <br />neighbors could see the bulb, and they need something where the light would be inside the fixture. Mr. <br />Rooney will change that. Mr. Tallon noted that since they were 6 feet higher than the neighbors and if <br />they put the lights 10 feet high, the lights would be 16 feet higher than the neighbors property and <br />explained that this should be a down light, a wall washer type. Regarding fencing or landscaping, Mr. <br />Rooney stated that the cost of bring in dirt to create a mound would be prohibitive and if a fence is <br />installed, how would the county maintain the ditch. Mr. W. Rooney stated that if they extend the fence <br />from Kenny King's, the county would have to go through the church property to get back to service it <br />or come in from the residential side. Assistant City Engineer McDermott stated that in extreme cases <br />they will remove sections of fence, and then replace them since they have an easement. The members <br />discussed a natural fence. Mr. Rooney asked if the commission was going to require 6 foot trees <br />immecliately,.or could they plant something smaller that could grow higher such as hemlocks or white <br />pines. It was decided to ask the forester and A.R.B. for their recommendations. It was clarified that <br />the commission was more concerned future occupancy since this seemed to be compatible in the back <br />to the residential property.
