Mr. Mauiung suggested putting in some trees right behind the paved area which <br />would slueld lights from the residents, but would not have to be 12 feet tall, and would also lude the <br />parking lot. It was decided to forward the proposal on to the Architectural Review Board , but it <br />would not have to return to Plauving commission. R. Tallon moved that the proposal for the Rooney <br />Office Building, 27935 Lorain Road, to construct office building with front half retail and service area <br />in rear, to the Architectural Review Board with the recommendations that the proposal should include <br />at the rear of the building a down, wall wash type light that will have not open lighting to the rear of <br />the building, and that on the rear of the paved area there should be a row of some type of landscaping <br />as approved by the Architectural Review Board and that the Engineering Department will have to <br />approve the drainage. The motion was seconded by Mr. Herbster, and unavimously approved. Mr. <br />McDermott advised the developer that they would need a retention system similar to what Kenny King <br />had. Mr. Tallon advised that the Architectural Review Board would meet on April 19th at 5:30 p.m. <br />3) Crreat Northern Plaza North, Lorain and Brookpark Road. <br />Proposal to erect barricade on drive behind shopping center in order to eliminate through traffic. <br />Ms. Schulz, represeuting Biskind Management Company, explained that this proposal was originally <br />mentioned during the discussion of the Best Buy proposal when the members of the condominium <br />association belund the drive expressed their concerns about increased traffic by velucles that are using <br />it as a cut through, and cited the noise pollution that this causes, and the safety issue to children at <br />play. She also stated that by using this as a thoroughfare, the speed of the vehicles escalates both noise <br />and danger. In respouse to these concerns, they have erected various signs such as "deaf children at <br />play". In order to block access to tlus road they are now proposing to put a barricade across the drive <br />leaving two means of access to tlus roadway, one from Country Club Boulevard on the west and one <br />from Victoria I)rive on the east. She presented a rendering of the area showing where the barricade <br />will be located and the routes to the various delivery areas of the stores. In the event that someone <br />does not realize the drive does not go through, there is a turn around on each side of the barricade, <br />oue at Handy Andy's on the east, and one at the CEI substation west on the west. Appropriate <br />siguage will be installed at both eutrances. 1VIr. 1Vlauning was concerned that drivers would turn around <br />in the condominium parking on the other side, and because they were irritated, damage the cars parked <br />there. Ms. Schulz believed that it would be easier to use the drive for the CEI or the Handy Andy <br />drive. It was clarified that trucks are prohibited on Country Club Boulevard so this would not increase <br />truck traffic on it. Mr. Brennan was concerned about using the Handy Andy driveway as a turn <br />arouud since that is heavily traveled and drivers frequently had goods in or on their vehicles which <br />might impair their view. He was also concerned about having a rusting guardrail and an island of <br />broken glass. He suggested eluninating the concrete and planting some shrubs or trees, something that <br />would be more pleasing aud pennauent. Ms. Schulz would not be adverse to that. The members were <br />concerned that fire vehicles could not get back there so the proposal will be referred to the Safety <br />Department, and if they wanted it all the way through, they could put a fence with a gate that they <br />could open. The members discussed removing the concrete and installing a mound with shrubs on it, <br />but cautioned that the should be wide enough so that people would not drive around it. Ms. Schulz <br />advised that the condominium garage was there and they could install bolards there to block cars. <br />None of the members had a problem with the concept. It was suggested that she have a landscape plan <br />designed to present to the Arclutectural Review Board. N1r. Mamiing suggested eliminating all the <br />concrete west of the barricade since there is no use for the road in that area where there are no drives. <br />5
