<br />landscaping on top, in front of the existing sound barrier. 1VIr. Patel agreed to do tlus. In reference to the <br />pole sign, Mr. Patel explained that the faces in the pole sign would be changed for now, and replaced <br />with a ground sign later when it is required. Mr. Tallon pointed out that previously there had been a <br />landscape plan, and the commission wou.ld like the landscaping installed as originally approved. It was <br />noted that the mound was originally 34 foot and this plan shows a 30 foot grass area in the rear. Mr. <br />Tallon did not believe that there would be a problem with a 30 foot mound. Mr. Patel advised that the <br />free standing cooler was to be added on the outside with a door from the kitchen. The members would <br />like the cooler enclosed in same brick as the building. Mr. Patel stated that he would also put a roof on <br />it. Mr. Tallon would prefer to have the cooler in the inset part of the building, but Mr. Patel "stated that <br />it would not fit and it would also block the windows. Mr. Tallon asked him to present a drawing <br />showing how the cooler would look on that side of the building. Building Commissioner Conway <br />advised that the cooler would not increase the square footage of the building. He further explained that <br />the architect who did the original drawing would not let Mr. Patel use it because he had never been paid <br />for it by the previous developers. Mr. Tallon asked Mr. Patel to present a drawing depicting all of the <br />laudscaping; the parking; the mound; the addition to, the building; the elevations to the building with the <br />addition; and the trash enclosure. Mr. Patel advised that 6 trees would have to be removed because <br />they were in the parking area and that the open area of the building was to be landscaped. The members <br />suggested that: the horizontal parking space (1) next to the_ slab is to be removed and that the <br />architectural review board study the front landscaping and suggest something higher. Mr. Conway <br />advised that the plans for the interior area have been approved and the inside has a bar, an eating area, <br />and nine pool tables. There will be no bands or live entertainment. Mr. Tallon asked the owner to bring <br />a survey done by an architect so that there are accurate measurements and pin marks. Mr. McDermott <br />advised that the Engineering Department must have a sealed drawing by,either an architect or an <br />engineer. Mr. Hamdan, a neighbor, advised that there have always been problems with noise from the <br />various restaurants which have occupied this building. He maintained that the back of their homes and <br />yards were not usable, since there was noise from cars screeching in the, back, car doors slamming, cars <br />parlting right behind the fence and people yelling. .He stated usually these businesses start out being <br />open seven days a week and then they dwindle down. The neighbors had frequently called police, but <br />usually the noise quieted down before they came, he speculated that they had a police scanner. He <br />believed that even though no music will be played, there will still be loud, boisterous people since liquor <br />is being served. He would prefer that the parking spaces in the back be eliminated and landscaping <br />installed. He stated that the trees that are to be removed did ba$le the noise somewhat. He questioned if <br />a market" study had been done to deteriniue if this business will succeed since all the other businesses <br />have failed. He stated it would be a shame to kill the trees and pave over the ground and then have the <br />business fail and suggested that they only pave part of it and see how well the business does. He had a <br />summary of questions from other neighbors: how will interior noise be ba$led; how many trees to be <br />removed; will pavement be sloped because of drainage problems; will there be exhaust fumes from the <br />barbecue; will the signage be gaudy; what kind of lighting is planned, lighting is annoying now; where <br />will the garbage container be located, and how will it be contained; will fence be maintained since it is <br />beginning to lean now. He noted that there was one light on the corner of the building that shined into <br />his house now. Mr. Morano, who lives behind this property, is concerned because there are existing <br />drainage problems and also has had problems with lights shuung onto his house. He noted that his <br />family had been kept awake when they were working late at night and believed that the situation would <br />be worse when the restaurant was open unti12:30 in the morning. He is concemed about parking spaces <br />30 feet from his propeity and noise from people who had been drinking. Mr. Hulec reiterated the other <br />resideuts concerns and is also concerned about odor abatement because he believed that the neighbors <br />might be smelling barbecue 365 days ofthe year.,Mr. Chao, who also lives belund the property, has the <br />saine conceins but also noted that there was no fence behind the east parking lot and they had people <br />7
