S? <br />Ms. Schulz and Mr. Corsi, represented Biskind Management Conapany. Ms. Schulz presented a <br />colored site plan of the area and explained where the barricade would be located across the service <br />drive. She clarified that this was a private street. She e}cplained that a landscape berm was <br />suggested at the planniug commission, but there are many cons to that suggestion. They are <br />concemed that the people who cut through the street would crash into the landscaping; that <br />children would play on the mound as a playground area; a mou.nd would be an expensive project, <br />and if anytlung ever changed, it would be more difficult to dismantle. Even though they consider <br />this a permanent closure, things might change. Mr. Yager stated that something temporary could <br />remain for 30 years. It was clarified that the brick free standing bu.ilding on the south side is the <br />condominium association's garage, but the parking on the south belongs to the developer even <br />though the condominium residents use it. W. Corsi stated that their concem was that there would <br />be a path of landscaping through the middle of a concrete street. He clarified that there will be <br />signage indicating that this is not a through street. Ms. Schulz pointed out that there is a snow <br />plowing issue, and snow with salt could be pushed onto tlie landscape mound killing the plantings. <br />Mr. Zergott agreed that was a logical way to push the snow. Mr. Yager believed that Haudy Andy <br />had a parking problem now, and drivers would either turn around through an akeady crowded <br />parking lot or else into the dirt and slag parking for the condominiums. Ms. Schulz was not aware <br />of a parking problem at Handy Andy's and believed that eventually people would realize that they <br />cannot drive through. Mr. Corsi maintained that the condominium residents had requested that the <br />road be closed, and representatives were present at this meeting. W. Zahorchak and Mr. Benson, <br />represented the association, and indicated that they were in support of the proposal. In response to <br />Mr. Zergott's question, Mr. Zahorchak advised that the guard rail or jersey wall would be more <br />cost effective. Mr. Zergott stated that he usually recommended planting, but in this case it would be <br />a nice area in the middle of nothing and it wou.ld not be maintained, especially considering how the <br />back of the buildings are cared for now. He believed that the snow plowing was a huge issue. He <br />really hated to see the road blocked of? but he could not see a better way to do it. He would prefer <br />a wood guard rail, rather than metal. It was clarified that this was not a street, it was a delivery <br />road, but many drivers are using it as a street which the owners want to stop. W. Yager stated that <br />this was a back door anyway, but to just slam a guard rail in the middle only solved one issue and <br />again questioned where drivers could turn axound. The two turn around areas were pointed out, <br />one through the Handy Andy parking lot which has three driveways and the other through a wide <br />drive to the CEI substation. W. Benson believed that this problem was the result of Best Buy <br />going into the shopping center. He stated that the association had taken traffic su.rveys to show the <br />number of through cars and determined that only about 2% of the cars using the street go into <br />Handy Andy's. They had talked to the Police Department to try to stop people from going through <br />the stop sign at the end of Victoria Lane and to stop the increase in through traffic; and had also <br />discussed it with Biskind Development. Mr. Yager believed that there could be a better solution <br />and they could use this area for additional parking with a proper turn around. Mr. Schulz stated <br />that they had considered it carefully and this was the best place to block it off and if drivers do not <br />see the signs, they will see the guard rail in time to turn around where it is indicated. She clarified <br />that the CEI driveway was large enough for semi trucks and drivers could easily do a loop around, <br />and they realize that some drivers will have to turn around. Mr. Yager again stated that many <br />drivers would turn in the condominium parking. Ms. Schulz disagreed stating that drivers could pull <br />straight in without backing up, and they would have to back up to get out of the condo parking.
