Y <br />housing and he is very aware of the problem of lights. Mr. Yager still has concerns about the <br />height, but that had already been determined by others previously. Mr. Kacztnar stated that from <br />grade to the highest elevation was 60 feet, so the front would be about 50 feet high. Mr. Coury <br />noted that the city had intended to develop a seven story building on this property. Mr. Yager had <br />no problem with the architecture on the Lorain Road elevation, but does have concerns about <br />the other two facades which seem long and ordinary. He considered that these plans were <br />preliminary and would like to see an elevation of the courtyards and the canopies to determine <br />exactly what the appearance will be. The materials are fine.individually, but he would like to see <br />them together. Since the parking is all around the building , the residents will not be able to see <br />any green area out the windows, and he was concemed about the parking in the middle of the <br />building since the entrances will be at either end-. He also wondered about the amount of parking <br />since he believed that most of the people in the independent living apartment would have cars and <br />also noted that there could be a problem when the shifts overlapped with employee parking. He <br />believed that some green area should be introduced between the two developments and doubted <br />that enough light would get through to the court yard to sustain the plantings. Mr. Zergott, and <br />Mr. Gallagher agreed that there would not be enough light. Mr. Zergott also believed that there <br />should be more green area around the building and stated the section in the far back had ample <br />green area. He also thought that they were showing trees in tight spaces except those along <br />Lorain Road. He would like more taller shade trees along the east and west elevation to break up <br />the height and soften the sides of the build.ing. He believed that there was a good intermingling of <br />pine and other trees, but he would like more on the east and west. Mr. Gallagher wondered if they <br />could move the building to one side. In reference to the parking, Mr. Coury advised that, based <br />on his experience only about 48 percent of the residents of the independent living area drive and <br />only about two percent in the assistant living. He clarified that the North Olmsted code <br />requirements were about double what Fairview Park required for senior housing. He clarified that <br />the nursing home parking was mainly for staff and visitors and when they do have a function for <br />the nursing home, they scheduled it when there are fewer people. Regarding the distance that <br />people would have to walk, W. Coury noted that there were off set lounge areas where residents <br />could rest. After some discussion, he agreed to put additional entrances at the middle of the <br />building on both sides since they could put efficiency units in those areas, but he does not believe <br />the distance, even with the grade difference, would be too far for them to walk. He also advised <br />that they did have a limousine service for shopping, e'tc. and clarified that the minimum age was <br />55, but most of the residents were in their seventies and did not drive. Again, Mr. Zergott <br />mentioned the total lack of green space, especially since the asphalt goes right up to the property <br />line, and St. Clarence might do the same thing. Mr. Kaczmar stated that they did not intend to <br />ever use the landbanked parking, and even though he is the architect for St. Clarence, he cannot <br />guarantee that it will go forward, but if it does there will be cross easements, etc.. It was noted <br />that the green area on the east goes from 10 feet down to zero. W. Gallagher would like to see <br />what kind of green area would be on the church property since this building takes up every square <br />inch of their property. Mr. Coury explained that they tried to buy the house adjacent to St. <br />Clarence, and then trade properties, but they could not come to an agreement. The members <br />reviewed the changes that there were suggested: more shade trees; that a minimum of 3 inch <br />caliper shade trees be installed along the west side of the building; that taxus densiformus be used <br />instead of taxus everlow; that china girl holly, replace the green luster holly in the court yard; and <br />that some other type of omamental tree be installed instead of the flowering dogwood shown at <br />3
