be returned to council for approval, prior to any discussion of the building proposaL R Tallon moved <br />to continue the Biskind Development Company, Amendment to a preliminary land use plan proposing a <br />hotel (Studio Plus) at Great Northem Technology Park, to be located on the south side of Country Club <br />Boulevard, east of Victoria Plaza Apartments until the next meeting or whenever the requested <br />information is available. The motion was seconded by Mrs. O'Rourke, and unanimously approved. <br />N. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Bridgeport Development Plat and Improvement Plans. <br />The proposal, originally submitted by Whitlatch & Co. and approved by North Olmsted Planniug <br />Commission and Council, for the two (2) abutting subdivisions now combined, is for fifly five (55) <br />residential sublots, and one (1) pond area, all from originally platted parcels 231-14-1, 2, 3, 4, and 231- <br />11-43. Location is north of Lorain Road between ClagueRoad and West 231 Street. Zoning is "C" <br />Residence, Single, entirely. <br />Mr. Block, builder and Mr. Sheehe, engineer, has reviewed the minutes and the landscape plan which <br />was presented by Whitlatch Developers. They advised that he had no problem with the landscaping plan <br />and the 5 foot vinyl fence, either black or green, whatever the city wants. Mr. Herbster asked if the <br />developer was planning on making some contribution toward the upkeep of the drainage area that Mr. <br />Whitlatch had agreed to. Mr. Block would have to discuss that with the city since there were no details <br />in the minutes. Mr. Tallon advised that it was stated that this was to have been negotiated between the <br />developer and the city. Mr. Block responded that there would be no problem with that. Ms. Lipinski, a <br />resident, is concerned about the aesthetics of the retention area and the chain link fence since she abuts <br />it on the northwest corner. She would prefer that the chain link fence be installed around the top of the <br />basin, inside the tree buffer. After studying the previous plans for the retention basin, the n4embers that <br />it might be possible to put the fence around the basin. Mr. Block will put the fence wherever the city <br />would want it. It was also clarified that the center of the swale was to be concrete. Ms. Lawrence, a <br />resident, had concerns because they were dealing with a new owner, and wondered if the commitments <br />made by Mr. Whitlatch would still be in effect. She would like this developer to get together with the <br />neighbors, because she wondered if he were aware of all the problems, drainage, traffic, and their roads <br />which are in bad condition. Mr. Block responded that all the bonds are in place that were requested for <br />Mr. Whitlatch, all the plans that were in place for the original plan have been approved by the city. Ms. <br />Lawrence would like some kind of guarantee that, if the existing residents have problems, there would <br />be something in writing stating that the new owners would help them. Mr. Hickey, a resident, was <br />concerned about having heavy equipment driving over the roads which are in bad condition now and <br />thought that was to be discussions about bringing in this equipment from Lorain Road, instead of on the <br />existing roads. They did use the easement to bring in the equipment to put the pipe in and that worked <br />well. Mr. Tallon believed that Mr. Whitlatch had promised this when he owned both parcels, but he no <br />longer owns either of them. Mr. Block stated that the owners of the Lorain Road property would not <br />agree to it. Mr. Belsito again complained about the cracks in his plaster from the tree removal in Rice <br />Ditch, and he is concerned this construction will cause more damage and asked the members to come <br />and- ee what had been done. Mrs. Golden is concerned that the city will not maintain the retention since <br />they do not maintain Rice ditch now. Since there is only a 5 foot fence, she is concerned over the safety <br />of children. She also mentioned the poor condition of the roads and wondered when the city would <br />replace the streets after they were made worse by the heavy equipment. W. Lekan would also like the <br />fence moved into the rim of the basin. In response to his questions, Mr. Sheehe explained that this <br />retention is different in that it is somewhat bigger and the grade is less. Mrs_ Spaulding had presented <br />6
