b <br />cooler; light poles reduced to no higher than the height of the building with 500 watt sodium bulbs; the <br />existing light pole in rear of the building will be removed as well as the floodlight on the west side of the <br />driveway on the front of the building; the future sign plans will be included on the print; and the forester <br />should look at all the trees on the property. 1VIr. Tallon further suggested that the mounding be <br />coutinued around the west side of the rear landscaped area up to the parking. Nlr. Conway advised that <br />the architectural review board would require more plantings than shown on this plan. Mr. Morano asked <br />if Dr. Patel would have to repair the existing fence that is beguuiiug to lean. I3r. Patel replied that he <br />would repair it when he added fencing on the east side. He further explained that he has had the liquor <br />license extended beyond the January 15th deadline. Mr. Thomas asked that the commission consider <br />landbanking the 12 spaces along Hickory Lane if they are not needed. W. Brennan commented that <br />there is a lot of equipment on the west side of the property, and he believed it would create more good <br />will, if it were removed. Dr. Patel stated that these will be gone when the construction is complete and <br />clarified that this is not a catering operation that would have vehicles. R. Tallon moved to refer <br />Alexander's, 30850 Lorain Road, to the architectural review board for review of the landscaping for <br />the entire parcel, and with the following recommendations: return a mound on the north west corner of <br />the property to the parking lot; that the parking on the west side be 90 degrees; that there be an "L" <br />shaped brick enclosure around the cooler; include a future sign location on the east side of the <br />driveway; remove the Illuminating pole light from the rear and the front on the west side of the <br />driveway; reduce the poles to the height of the building and change to 500 watt sodium bulbs. Further <br />the proposal should be referred to the forester for recommendations on the trees before going to the <br />architectural review board and also to refer to Safety for their input before coming back to plamung <br />commission. The seating plan must be submitted to the Building Commissioner by this Monday, or the <br />proposal cannot be refened to the architectural review board. The motion was seconded by R. Koeth, <br />and unauimously approved. <br />5) Biskind Development Company, Parcel "B" property located west of Columbia Road and east of Great <br />Northem Boulevard, between Country Club Boulevard and I-480. <br />Amendment to previously approved preliminary land use plan. (Parcel is the present site of Chili's <br />Restaurant, Macaroni Grrill, and Lone Star Steak House). Referred by Council January 16, 1996. <br />Mr. Corsi, who represented the developer, presented the amendment to the previously approved land <br />use plan and explained that the new plan shows a Marriott Courtyard Hotel with a future hotel next to it <br />and two future office buildings. The parcel on the comer of Columbia Road shows either an office or <br />hotel use but there are some restrictions on that property that were imposed prior to his employment. <br />Building Commissioner Conway advised that this hearing will not address driveways, zoning issues, or <br />parking this is strictly to evaluate how the land is to be used. Mr. Corsi explained that there has been <br />little demand for office space recently, but there is a demand for hotels in the greater Cleveland area and <br />also in North Olmsted. Mr. Tallon advised that originally the entire parcel was office use. Building <br />Commissioner Conway wondered if there would be a demand for three new hotels. Nlr. Corsi stated <br />that they have not done any studies on this, but usually the hotels do their own market studies. Mr. <br />Conway stated that a hotel would have an effect on the city's tax base since many hotel employees <br />receive minimum wages which is not true of office employees. Mr. Corsi believed that use for the <br />property at Columbia and Country Club was restricted to office and/or hotel, so that has been decided. <br />Tliere is an interested party for a hotel use next to the Courtyard, but he cannot divulge the name. Mr. <br />Koeth pointed out that duriug the soccer tournaments, they have to get hotels as far away as Oberlin, <br />Strougsville, and even further east. Mr. Conway had no problem with the Courtyard, but was <br />concerned about having five hotels in the area. Assistant Law Director Dubelko agreed, and advised <br />5
