y , ' A <br />Proposal to construct gas statiou (existing station and adjacent mini-mart will be demolished). <br />Heard by board of zoning appeals January 31; 1996. <br />Continued by developer until March meeting. Referred by planuing commission March 12, 1996. <br />Mr. Duffy, representing BP Oil, presented the plans and showed a video of a similar 1,800 square foot <br />modular sales building with the glass towards Steams Road and half of the elevation towards Lorain <br />Road, the balance of the walls are blank except for a delivery and emergency exit. The silver is the <br />predominate color. There will be food service with pre-made sandwiches, and an oven to bake pre- <br />prepared dough. He presented a brochure that listed all the materials (included in file). He explained <br />that without buying the additional lot, the existing station would have been out of business because of <br />the Highway Department road take. They have not decided whether this project will be done before <br />the road project or after. If they build it prior to the road take they will use the existing underground <br />tanks. The board of zoning appeals has granted variances without an expiration date in the event it is <br />not built within a year. He pointed out the triangular area that is shown on the plans that would be the <br />legally buildable area without variances. The canopy will be the same design as exists now. They have <br />replaced the neon strip with a decal, but he questioned the fact that three other stations, Clark Oil and <br />the two Marathon Stations, have neon bands. They have chosen not to go for a variance. He explained <br />that they will be installing a 2.5 foot mound with a 6 foot board on board fence ou top aud a line of <br />evergreens will be planted on the resident's side, but on the station's property. He explained that the <br />neighbor does have a fence, which he can remove or not. Mr. Zergott advised that Austrian pine will <br />outgrow this size green area even if there is some room on the neighbor's property; he suggested <br />using arborvitae or some type of upright juniper. Mr. Duffy agreed and further explained that that the <br />grass area showu on the plan was the area of the future take, since he preferred not to plant an area <br />and dig it up. Mr. Zergott would prefer some small omamental trees since everything is low to the <br />ground. W. DuflFy stated that, because of tlieir curb cuts, they are trying to keep eveiytbing low, and <br />the limited perimeter is not conducive to vertical trees. Mr. Zergott pointed out that tlus is a major <br />corner in North Olmsted aud he believed the landscaping could be done better. Mr. Yager agreed that <br />it should be improved, especially since there is no definite time for the highway construction. Mr. <br />Zergott believed that this plan was somewhat random, landscaping is now being done more in <br />groupings and masses, not single rows; tlus is the way he did landscaping years ago. Mr. Duffy <br />believed it met the concept of what was expected of them; is an improvement over what is there now; <br />there is not enough space to have height and bulk of materials; and if he installs anythirig taller, he will <br />have to raise the ground sigu. It was suggested that the grade could be raised in the area of the sigu to <br />make it higher, but this would have to be discussed further. Mr. Duffy agreed to ask their landscaper <br />to restudy the site, but he will not agree to put in landscaping that will obscure the site. N1r. Zergott <br />would like to see a revised plau, but would not hold up the project. Mr. Yager believed that the plan <br />should be revised and resubmitted to Mr. Zergott before final approval, since he believed that the <br />planting plan is light years belund the building. Mr. Yager had no problem with the building, but the <br />landscaping has to be revised. Mr. Duffy preferred not to spend additional mouey for landscaping <br />wluch will be toru out, even though he will be reimbursed, because tlus cost will ultimately be paid for <br />by the tax payers. Mr. Zergott noted on the plan where he wanted additional plautings. M. Yager <br />moved to accept the BP Oil Company building plans as presented and that a revised landscaping plan <br />be brought to Mr. Zergott for lus approval witlun the uext month. The motion was seconded by S. <br />Kl-ieger, and uuanimously approved. It was decided that Mr. I)uffy would go to the BZD meeting next <br />inonth. <br />N.
