BTA Motorcars, 27500 Lorain Rd. <br />Request for variance (1123.12). Request variance to add to second free staud:ing sign (existing <br />ground sign will be modified) and a 8 foot 6 inch variance for location of that sign. <br />Violation of Ord. 90-125, Section 1163.12(b). <br />Chairmau Gomersall called all interested parties before the board. The oath was administered to Mr. <br />Woost, sign contractor, who clarified that he was going to modify the second 4 by 8 foot ground <br />sign to make it larger. Building Commissioner Conway explained that there are two free standing <br />signs on the property. T. Koberna moved to grant to BTA Motor Cars, 27500 Lorain Road, the <br />variance to add to second free standing sign (existing ground sign will be modified) and a 8 foot 6 <br />inch variance for location of that sign. Violation of Ord. 90-125, Section 1163.12(b). The motion <br />was seconded by M. Boyle, and unaniinously approved. Variance granted. <br />7. Soccer Zone, 31515 Lorain Road. <br />Request for variance (1123.12). Request use variance to permit an indoor soccer field in a Limited <br />Industrial District. Violation of Ord. 90-125, Section 1145.03. Request variance to have parking in <br />front 100 foot setback. Violation of Ord. 90-125, Section 1145.07. Heard by planning commission <br />Apri19, 1996. <br />Chairman Gomersall called all interested parties before the board. The oath was administered to Mr. <br />and Mrs. Schmidt, owners of the property, Mr. Aubachon, architect, and Mr. Garrett both <br />representing Soccer Zone, Mr. Grossman, a neighboring business owner, Mr. Crider, an adjacent <br />resident, Councilman O'Grady, and members of the North Olmsted Soccer Organization, Mrs. <br />Becker, president, Mr. Hatfield, and W. Wiborg. Mr. Gomersall explained that two variances were <br />being requested and that plauving commission had recommended approval. The developers explained <br />the proposal to the residents. Mr. Aubachon advised that this will be a two field soccer facility with <br />the possibility of a third field being added. The variances are needed to have this use in the Industrial <br />District and also to have parking in the front. They had just attended the architectural review board <br />meeting where they agreed to provide a 3 foot berm with additional evergreen plantings in the front <br />to help to conceal the front parking. Soccer is played mainly in the winter months, so it is important <br />to have parking convenient to.the front entrance. Since the building will be industrial in type and size, <br />jt is compatible to this zoning; and it would not be compatible in a commercial zone, nor would it be ---- <br />financially feasible. Mr. Garrett explained that they had four other facilities in Michigan and were <br />developing several more. He clarified that they operate from mid-October to through mid-April. All <br />of their other facilities are in Industrial areas. He stated that they have been viewed as an asset in <br />other communities. Councilman O'Grady believed that there was a need for it and it would add a lot <br />to the community. Mr. Grossman was advised that the parking would be paved, and that the metal <br />building would have split face block on the entry and vertical piers at the entry'and at the corners, a <br />band of block will be installed from the grade up to 7 foot and there will also be some horizoutal <br />banding to bring down the scale of the building. They have agreed to remove some landscaping in the <br />back at the request of the utility company, and the landscaping along one side will be reduced. Mr. <br />Crider was concerned about drainage because of the size of the building and the amount of paving. <br />He was advised that there will be an underground retention system on the site and the water will be <br />drained to the south and the flow will be restricted. M.T. Garrett advised that the system was designed <br />to handle that much water and will comply to-the ordiuance. Mr. Gomersall advised that drainage is <br />4
