He hopes to have a maximum of ten clients, thus he <br />must be put in the six through sixteen category. Mr. Tallon advised that a letter has been received from <br />Mr. and Mrs. Dingess. He noted the letter details that Mr. Moran came in objecting to a duplex unit, as <br />this is a single family residential district. Mr. Tallon wondered why Mr. Moran would propose a <br />business, in a single family residential district, if he is so concerned about the existing neighborhood. <br />Mr. Moran explained he intends to maintain the existing zonage. Mr. Tallon responded, we do not run <br />businesses in residential areas: Mr. Moran argued planning commission has allowed businesses in <br />residential areas. Mr. Tallon clarified, the businesses permitted, are for offices which have very min'vnal <br />traffic. He noted the proposal is contrary to the standard or norm. Mr. McIntire advised the people in <br />the homes are deemed to be a single family by statute. Mr. Brennan could not envision granting a <br />conditional use permit to allow tlus type of activity in a residential district. Mr. Herbster wondered if? <br />when the house was purchased, it was in the same condition it is in now. Mr. Moran advised the house <br />was much smaller when it was purchased_ Mr. Herbster questioned if this home was built with the idea <br />of eventually starting a business. Mr. Moran explained the home was built to accommodate his family <br />and now they wish to convert it to an Adu1t Care Facility, but the zonage will remain residential. He <br />noted there are several other residential areas in the community currently being utilized as an Adult Care <br />Facility. The members had uo further questions. Mr. Tallon asked if any members from the audience <br />had questions; no one came forward. <br />R. Tallon made a motiou on Richard Moran, 4650 Dover Center Road, request for conditional use <br />permit to use an existing dwelling, in a residential district, as a senior citizens' group home. The motion <br />is to recommend that the board of zoning appeals deny this conditional use permit. The motion was <br />seconded by A. Manning and unanimously approved. <br />3) Hollywood Video 4692-4678 Great Northern Blvd. <br />Revised proposal to renovate storefront which will .include back lit awnings. <br />Referral to board of zoning appeals is required for signage. <br />Heard by planniug commission November 12, 1996 <br />Heard by architectural review board December 18, 1996, and referred back to planning. <br />Mr. Klein, architect presented the proposal. Mr. McAndrews; real estate director was also present. Mr. <br />Klein explained how this proposal has proceeded thus far, and specifically discussed architectural review <br />board's recommendations. He explained the plan is to add a-new facade on the front of the building to <br />create the Hollywood Video identity. In this process, he continued, they have created a new <br />architectural statement for the existing building on site. The plau includes an acrylic stucco facade with <br />a back lit acrylic panel and the Hollywood Video channel letter signage. Mr. Klein explained the plan <br />has been revised a couple times since the previous planniug commission meeting, and riow includes <br />illumiuated awuiugs. It was clarified Dot's and Play It Again Sports currently occupy the space that will <br />be used for this proposal. Mr. Herbster questioned if the yellow has been toned down per architectural <br />review board's request. Mr. Klein responded, the architectu.ral review board reviewed a different plan <br />that included a yellow element across the entire facade. He elaborated, per their request, the facade is <br />now blue. The only yellow is some color accents within the awning, and Mr. Klein noted there is no, <br />signage on the awning itself. He explained the awning will .include red, blue, black, white and yellow <br />accents. Mrs. O'Rourke wondered what type of material will be used for the awning. Mr. Klein <br />responded the awning will be made of sign fabric, which is a nylon polyester type material. Mr. <br />Herbster clarified the awning is indicated to be backlit, which is something this commission has a <br />problem with. Mr. Koeth agreed and explained the security lights provide ample lighting. Mr. Tallon <br />stated that back lit awnings are an addition to the sign, and this commission considers them a sign. Mr.
