A truck coming in from the north and proceeding south would head <br />west along the line to the area of the dock and continue to the south and exit out onto Country Club <br />Boulevard. With tlus plau they will have 31 more parking spaces. Mr. Brennan questioned if the parking <br />on the foimer recreational land would be partial hotel parking and partial Corporate Center parking. Mr. <br />Kaczmar responded that there are cross easements that were approved in 1988 when the original master <br />plau was submitted by Biskind Development, the restaurant and Wal-Mart have been excluded from tlus <br />agreement but these are still enforce between the Corporate Center and the Radisson. They will present <br />a copy of tlus agreement to the Law Department. He clarified that they have increased the amount of <br />parkiug by 31 cars. Mr. Scott stated that the change may not have given 31 more spaces, but it has <br />given some more spaces. Mr. Kaczmar explained that they will have 100 more parking stalls for the 100 <br />new rooms wluch will be added; 7 spaces for the restaurant addition; and 101 spaces for the ball rooin, <br />so the total new parking required is 208 stalls combiued with the origiual 146 stalls wluch will give tliein <br />a net of 354 stalls. They are showing 281 stalls ou the hotel site alone. When the plau was approved in <br />1998 a variance for 48 parking stalls was granted and now they are asking for an additioual variance of <br />31 more stalls wluch will give them 79 so they would have a net of 360 spaces. Tlus is just for the hotel <br />parking, not including any of the Corporate Center parking. He clarified that when they constructed <br />parking on the former recreational land, they would be increasing the number of office building stalls by <br />31 spaces. Mr. Scott explained that to get the number for the Corporate Ceuter, they counted the <br />spaces from the survey informatiou, and they did not use landbanked spaces in the couut, even thougb <br />they are shown ou the plan. Mr. Kaczmar advised that the new addition will match exactly with the <br />existing, the coloration of the exterior materials, the balconies, the treatment of the balcony railings, and <br />tlie penetrations for the window areas will all be identical. Both the bauquet facility which will have no <br />windows, and the service area which is on the west facing Great Northeni Boulevard can be screened <br />offwith plantings. It was clarified that the lobby addition (the restaurant addition) would be on the west <br />and would also duplicate what is on the existing building presently. The service area would have an <br />overhead door and a man door next to it. Any compactor, etc. will be screened. The banquet facility can <br />be divided to make four individual areas with a large prefunction space in front of it about three fourths <br />the size of the banquet facility. The kitchen will be doubled its present size. There will be solid, double <br />doors in each section of the banquet room to the outside. The service area that encircles the bauquet <br />facility has an exit directly into the lobby. He would like the commission to approve the parlang plan <br />that was presented this evening which has a different traffic circulation, access roads and more parking. <br />Mr. Brennan was concerned because this would plan has cars backing out of parking stalls along the <br />access drive when previously it was only au access drive. Mr. Kaczmar stated that this was on their <br />property and they believed that this is a better turniug radius, at least 50 foot. Mr. Brennan preferred the <br />original plan, he believed that it eliminated some of the green space. 1VIr. Kaczmar stated that the <br />amount of green space was the same, it was merely at the head of the cars. He believed the efficiency <br />of the parking was better since there is head in parking at the end of the rows. Mr. Brennan questioned <br />what accommodations were planned for pedestrian traffic from the rear traffic area. An entrance is <br />planned to service the rear parking area. In reference to the access drive, Mr. Kaczmar explained that <br />with the access road further away from the property line, it would be easier to negotiate the turn, than <br />with the roadway immediately on the property line. He stated that they rarely had semi's and the turning <br />radius would accommodate a hook and ladder truck. It was verified that the trucks would normally <br />access from Great Northern Blvd., but they could come in from Country Club. The size of the rooms <br />will conform to code. City Engineer Deichmauu stated that he saw no problem with the proposal but <br />they would have to meet the retention ordinance. There will be three new entrances in order to <br />accommodate the banquet room and guests parking in the rear. Chairmau Tallon noticed that the <br />parking islands were eliminated from this plan. These were originally landbanked spaces, but the <br />developers removed them because they needed the parking. W. Tallon would like those put back in to <br />3
