Mr. Bradford, Mr. Winnus, Ms. Reely and Mr. Rhevus <br />represented the developer. Mr. Bradford explained that this is for a digital system which will have other <br />capabilities that cellular cannot provide such as paging and high speed data transmissions. The <br />representatives answered the members questions. Mr. Rhevus advised that this will not affect TV or <br />cordless phone reception since they operate at completely different frequencies. Mr. Bradford explained <br />the 100 foot pole is very stable and will be a self supporting structure with a 30 feet deep foundation, so <br />there will be no problems. He stated that none of these poles have ever fallen, but if that did happen it is <br />designed to collapse on itself. T'here is practically no way to disguised them, except to bu.ild them <br />shorter. The members had an article which pictured a tree-like disguise. The person who maintains the <br />site will come out in a small truck or van about once or twice a month. Most of the equipment is in the <br />equipment shelter, only the antenna will be mounted on the pole, so most of the maintenance is on the <br />grou.nd. If there were ever any need to work on one of the antennas, they would not do it late at night <br />when it would cause a disturbance. Mr. Bradford stated that the Mayor did have a lease agreement and <br />they intend to get the lease negotiated by the time they receive final approval in the process. Mr. <br />Manniug stated that, at the meeting with the residents last week, it was stated that there would be a <br />payment of $75,000. in the beginniug, and then a leasing fee to the city. The residents had wanted the <br />$75,000, used for the upkeep of the park and he wondered if that had been relayed to the <br />admiuistration. Mr. Bradford had advised Safety Director Kassler of it and the lease is in the hands of <br />the Mayor and the Law Director; and AT&T has no problem in trying to negotiating that in the <br />agreement. He further advised that, with this height, only one additional carrier can use this pole. They <br />can design.it for more, but it might not be so attractive for another carrier to place his antenna at 60 or <br />70 feet since the antennas have to be 15 to 20 feet apart. He estimated that the tree height in the area <br />was about 70 to 80 feet at the most. They do not have another carrier in mind for this pole, since if the <br />city gets to negotiate the lease, the city could receive the revenue for the ground space. He understood <br />that Ameritech has approached the city and they could direct Ameritech to them They will maintain the <br />fencing and landscaping. They had a site inspection with the forester and since some of the landscaping <br />would be outside the fence, the city would have to maintain it; and the forester stated that what they <br />were proposing would be very low maintenance. The pole is over 100 feet from any house, so if it did <br />fall it would not fall on a house. In reference to lighting, there will only be an emergency light over the <br />door, which will only be lighted when needed. They intend to bring the utilities in over head above the <br />creek and then go underground. He explained that to the neighbors and showed it on the plan. He <br />clarified that the pole, would be on the northeastern comer of the parking lot off the access road. He <br />answered some questions of the neighbors (not audible) while the members discussed the proposal <br />privately. Mr. Tallon would like the utilities brought in entirely underground, The neighbors were <br />concerned that this would require removing some of the trees. Mr. Bradford stated that in order to do <br />that they would have to dig on some private property. Mr. Tallon responded that they could get some <br />easements. Mr. Bradford asked if they could have an option to bring in the utilities from Clague Road <br />underground along the access easements. The member prefened this. Mr. Manning questioned if there <br />would be pegs on the pole, as there were in other locations. Mr. Bradford stated that, because of the <br />vandalism that they have been told about, they will remove all the safety pegs and install them if and <br />when they need them. Regarding the landscaping, they are going to put a little bit of the landscaping on <br />the outside, but if they put it inside, the neighbors would see the fence.
