, <br />, . • =. <br />it. Mr. Tallon preferred that they maintain all the landscaping and would like the landscaping presented <br />to the architectural review board.. Mr. Bradford again explained that they are leaving enough room for <br />the second carrier. He noted that, if another carrier goes on the pole, there would be room for anothe <br />equipment shelter. The equipment shelter is 12 by 18 by 10 feet fabricated in aggregate stone. The pole <br />is galvanized steel and only one.pole would be constructed in each location. If the pole exceeds 190 <br />feet, they have to have a lattice type structure, so they normally use the monopole. He reiterated that <br />the foundation is about 30 feet deep. There would be no danger if a child flew a kite into the pole. The <br />neighbors spoke at this time. Mr. J. Scott asked if the aggregate stone, which is concrete block, would <br />have a color to it or will the masonry material show. Mr. Bradford responded that it would be a tau <br />block. He fiu-ther advised him, that if such a pole becomes obsolete, it is stated in their lease that they <br />would remove it and restore the property to its original condition. Mr. Scott questioned if an 8 foot <br />fence would keep children out since there is a lot of vandalism and questioned why they wanted the pole <br />in a park where there were childreu. Mr. Bradford stated that they do normally locate the antennas on <br />top of bu.ildings, but they need a pole in this area. Mr. Rhevus presented a signal plot, and pointed out <br />their site locations in North Olmsted. He explained that the red areas indicated signal strength of using a <br />mobile phone inside a bu.ilding, the green would represent using a phone in a car and getting the same <br />quality call, and the blue represented using a phone outside. The white areas are where there could not <br />be a high quality call. If the Clague Park site was removed, there would be a hole where calls could not <br />be made. As they build sites they have to locate where they need coverage which is the case at Clague <br />Park, and they are mandated by the FCC to provide coverage in this market. Mr. Bradford stated that <br />he did look at a church site, but there was not much room, but the primary reason he looked at Clague <br />Park was that it was quite a way from houses and there was good screening for- the pole, at.least in the <br />summer. •Mr. Scott asked why they did not try Tri-City in Westlake. Mr. Bradford responded.that just <br />moving a mile away would make a d.ifference. He clarified that this system is not turned on as yet, the,- <br />will be turning it on in a few months. He clarified that the white portion right next to the Corporati <br />Center where they have an antenna was the valley, and in order to cover it, they would have to cover <br />the valley. The higher the antenna, the more coverage. On neighbor asked what would prevent otlier <br />carriers coming in and asking for more poles and wondered if it would not be better if they built a taller <br />pole to service three carriers. Mayor Boyle responded that the city is looking into whether a 120 foot <br />tower to allow fewer towers is a reasonable idea and are studying how it should be done. They do not <br />want to get two carriers on this pole and then have three more camers wanting another tower in Clague <br />Park. He clarified that the city has to provide them access, but they can regulate where they can go, but <br />Clague Park might be an area where a pole has to be. AT&T cannot really answer this, the city has to <br />answer it. Do they want it to be 120 feet that would accommodate.more carriers, as opposed to three <br />poles to accommodate more carriers. Mr. Brad.ford explained that they did have to abide by FAA <br />regulations and the Mayor stated that the Federal Government has the final say on the height of the <br />pole. Any pole lower than 200 feet does not need lights on the top at this particular site. Ms. Reely <br />explained that there are a number of licenses being auctioned by the FCC, for northeast Ohio there are <br />two carriers already operating, GTE Mobilenet and Air Touch. In addition there are two major licenses, <br />operating in a larger area, AT&T Wireless and Ameritech. These four carriers are going.to cover the <br />major area of Northeast Ohio, but there are going to be others auctioned off for carriers that will have <br />smaller geographic areas and smaller frequency bands, but these carriers will not be building out as far <br />as AT&T will be, and will probably want to locate on existing poles. Again, this pole would only allow <br />for two carriers, there is a trade off on height and the number of carriers on a pole. Also the other <br />carriers footprints may not actually match theirs, but. they will come into an area and look for all the tall <br />places first, but by that time AT&T's and Ameritech's tall structures will akeady be here. Mr. Mannin; <br />wondered if a major carrier would use their pole, or want to put up his own. Mr. Bradford noted tha_ <br />they would have other options and could locate on higher roof tops, etc. and if they wanted to come <br />12
