Mr. Koeth suggested possibly mounding or shrubs along the property line <br />to prevent the headlights from shining onto the neighbors property. The audience members were <br />advised the proposal will be heard by the board of zoning appeals on Ju.ne 5, 1997 for the special <br />permit, and will return to this commission on June 10, 1997 at which time the concerns should be <br />addressed. <br />3) Ganley Westside Imnorts, 25600 Lorain Road <br />Proposal to construct building addition with site improvements, landscaping and building <br />renovations. Variances will be required. <br />Building Commissioner Conway advised the Ganley Westside Imports submission will require the <br />following variances: a 46' 8" front set back variance; a variance to display vehicles in the 75' front <br />setback; a variance because the driveway is not 90 degrees to Lorain Road, possibly for number of <br />parking spaces and there will be variances needed for signage. A special permit will also be <br />needed to add to the non-conforming building. Mr. Manning wondered if there would be any <br />changes after the lots are combined. Mr. Conway explained the plans submitted incorporated the <br />three lots and he noted there is sufficient amount of land to satisfy the storage requirements. Mr. <br />Stoyanov, developer, explained the proposal is part of a nationwide program to update all of the <br />BMW facilities. This renovation includes the following four areas: additional parking east of the <br />existing parcels; a new building facade to incorporate the new image of BMW facilities; complete <br />renovation of the interior public areas; and new landscaping along Lorain Road, wluch includes <br />concrete display pads. The second variance, he noted is to provide for limited and defined areas to <br />display vehicles within the building setback. Mr. Stoyanov believed the proposal merely improves <br />the appearance of the building in the following manner: the addition provides a straight line for the <br />new facia; landscaping has been incorporated; two curb cuts will be removed to allow more green <br />area; and the lighting will be improved by using ground lights along Lorain Road and cutoff <br />fixtures on 20 foot poles within the interior of the parking lot. The trees and brush abutting the <br />residential neighbors to the north will remain. Mr. Stoyanov agreed to present a lighting plan at <br />the next planning commission meeting. Mr. Manning wondered if any of the dealerships would be <br />moving. Mr. Stoyanov verified all three dealerships would remain. Mr. Brennan agreed this <br />improved the building somewhat, but had concerns about the number of displays across the front <br />of the building and the signage. Mr. Stoyanov advised the signage will be addressed at a later <br />date. Mr. Brennan wondered if the pylon sign flags and some of the displays could be eliminated <br />in the front for appearance reasons. Mr. Stoyanov advised the two displays on.both ends ofthe <br />front of the building are also entrances to the building. He explained there is a divider wall inside <br />the building, thus both the display areas are needed. Mr. Herbster noted the plans sliow ten <br />display areas. Mr. Stoyanov explained three display areas in the front are existing displays. W. <br />Brennan clarified he would like to know if Mr. Stoyanov would be willing to these concerns if the <br />commission recommends that the variances be granted. The members discussed removing display <br />areas among themselves. Mr. Koeth advised he did not have a problem with the pads on the ends <br />of the building, however the members have some concern about the three display areas in the <br />center. The members of the commission recommended removing the three cars in the center and <br />moving the display pod on the east entrance further east so that it is on the corner for continuity <br />reasons. Mr. Stoyanov agreed to incorporate this suggestion into his next submission. The <br />members had a problem with the industrialized unit. Mr. Conway explained the industrialized unit <br />must be permitted, however the commission can address the appearance. Mr. Mauuing advised <br />the skirting will be referred to the architectural review board for recommendation. W. Stoyanov <br />6
