He would like to see the <br />landscaping placed as close to the residents as possible to keep the commercial traff'ic as far away as <br />possible. Mr. Tallon would like to see the developer work with.the residents and did not envision a <br />problem with The Illuininating Company. He noted the only drawback to the entire proposal is the rear of <br />the building. Mr. Barrow did not intend to present half the proposal, but would like to continue through <br />the process with the commission placing a stipulation that no permits should be issued prior to the <br />buffering being addressed. Mr. Herbster wondered how the increased size of the shopping center would <br />effect the parking. Mr. Conway confirmed parking would be an issue, however he could not provide any <br />figures at this time because the architect will have to provide more detaiLs on the actual size of the <br />building. He estimated the proposal to be 140 parking spaces short of the code requirements, but was <br />unsure of this number as there is some shared parking that will have to be disclosed. In addition to the <br />parking, Mr. Conway stated variances will also be needed for signage. He noted the figures could not be <br />provided at this time because the size and location of the signs are not known. In reference to the signs, <br />Mr. Banow explained often times the tenant receives a permit from the city that does not fit within the <br />property owner's guidelines. The property owner is not able to do anythiug about it if approval is granted <br />from the city. Mr. Conway advised the building department has not issued a permit for this property in <br />teu years without a sign-off from the owner of the property. Mr. Tallon would like to see the sign <br />package come back before plauning commission so that a recommendation can be made to board of <br />zoning appeals. The awnings will be non-illuminated. Mr. Herbster requested material samples. Mr. <br />Herschmau advised he did not bring any samples as he was unaware this board reviewed samples. He <br />explained the material is a reinforced vinyl. Mr. Herbster addised, prior to approval, he would like to see <br />the following: material samples, the current footprint of the building, and a footprint of what is being <br />proposed. Mr. Tallon opened up discussion to the audience. Mr. Silski, a resident, wondered how much <br />of the additiona140,000 square feet of addition. would be attributed to the north end of the center. Mr. <br />Tallon advised all three expansions are on the north end. Mr. Silski wondered if the Handy Andy Store <br />would increase in depth. Mr. Hersclunan confirmed the new addition would be deeper in this location. <br />He did not believe this increase would be noticeable because it is spread out across so much area. Mr. <br />Silski's concem was the service traffic. Mr. Herschman advised their would be enough area in the back to <br />create a visual barrier. Mr. Silski wondered if the front of the building could be pushed out closer to the <br />parking lot. Mr. Banow advised if the building is moved forward some parking would be eliminated. In <br />response to Mr. Tallon's request, Mr. Barrow indicated the location of the two load.iug zones on the plan. <br />Mr. Tallon would like to see this come back with more accurate plans showing the location of the loading <br />zones. He suggested putting up a brick wall with landscaping to act as a sound barrier for the residential <br />areas. Mr. Barrow agreed to explore this possibility. Ms. Doubler, secretary of the condominium <br />association, had several concerns includ.ing: the city's notification procedure, the lack of cooperation from <br />the developer, and the incomplete plans. She noted there are 260 homeowners that have to be notified <br />and the association did not receive the notice until Thursday, November 20, 1997. When phase one went <br />through the developer expressed interest in working with the association. Ms. Doubler advised, if the <br />developer had worked with the association, the accuracy of the plans could improve. She requested that <br />the commission postpone a decision until all these issues are addressed. In response to a question, Mr. <br />Conway advised, for a"superstore", the ordinance ca1Ls for 60% of the lot to be within one half mile of a <br />freeway. Ms. Doubler asked if the proposal meets this regulation. Mr. Conway confirmed the proposal <br />does not conform to this regulation, as per .the engineering departments determination, however, this is an <br />issue that should be addressed before board of zoning appeals. Ms. Doubler asked if the sparse shrubbery <br />is on condominium property. W. Barrow was unsure at this time as the survey work is ongoing. Ms. <br />Doubler wondered how the additional construction west of Comp USA would effect the driveway. Mr. <br />Banow confirmed this driveway would remain. Mr. Tallon informed the developer to work with the <br />residents on some of these issues. Mrs. Phillips, treasurer of the association, advised the association <br />3
