She noted when Best <br />Buy originally came before the boards and commissions, the residents were promised their would be no <br />increased business in the back, however this promise was broken. Mr. Miller, vice-president of the <br />association, had concerns about resident safety due to increased traffic. His unit is behind Kronheims, and <br />it took lum 22 minutes to get from his unit and onto the freeway. Mr. Miller further questioned the <br />necessity for the sign on the end as the residents were originally told this project would be unobtrusive. <br />He believed by voting down issue 41, the residents in North Olmsted are saying "they have had enough of <br />these superstores." Ms. Fau1k explained several years ago `Best Buy" agreed to install all their stereo <br />systems in the bay, but this promise is frequently broken. She advised several years ago the cut througli <br />was eliminated at the request of the residents. Ms. Diver, a member of C.A.R S. (Citizens Against Retail <br />Saturation), sympathized with the country club residents and wondered why the store has to be over <br />100,000 square feet. Mr. Barrow advised this was requested by a prospective tenant. Ms. Diver <br />wondered if the tenant would be open to suggestions such as having two stores in different locations. Mr. <br />Herschman advised if the prospective tenant cannot aclueve their financial base, they will go elsewhere. <br />Ivls. Diver stated the developer should comply to the zoning code. Ms. Doubler asked if the developer <br />cau provide a date to meet with the residents. Mr. Tallon requested that a date be worked out between <br />the developer and the homeowner's association. Mr. Miller wondered why the shopping center does not <br />have parkuig for compact cars only, as he believed this would prevent some accidents. Mr. Herschmau <br />advised there is no euforcement procedures for this and therefore the signs would not work. He <br />compared it to people without a sticker parking in a handicapped spot. Mr. Conway explained the city <br />would have a problem enforcing this type of parking. Councilman McKay would like to see the residents' <br />probleins resolved prior to the issuance of any pennits. He wondered if the building department would be <br />willing to check it out if anyone was working on the stereo systems. Mr. Conway advised that there was <br />an agreement that the doors would be shut, however, the building department has to be made aware of <br />the problem_ It was noted the police department has been contacted. Mr. Conway explained this problem <br />should be reported to the building department. Ms. Oriug, au association member, would like to see a <br />plan showing the existing building and how far back it will be expanded. Mr. Poffenburger, member of <br />C.A.R.S. wondered when the tenant for the 110,000 square feet will be announced. Mr. Herscliulau <br />stated until negotiations are complete he could not comment. Mr. Poffenburger questioned how the <br />developer can conclude that this size is necessary when there is no commitment from the tenant. Mr. <br />Herschman concluded any of the tenants he is negotiating with would be able to utilize the 110,000 <br />square feet. Mr. Poffenburger questioned if Home Depot was one of the prospective tenants, but <br />received no response. <br />R. Tallon moved to approve the renovation of the facades from Mares to the east end and from PetsMart <br />to the south plaza, but none of the new buildings will be approved until their is a more definite plan for <br />the backside of the building. Mr. Conway explained that this proposal could not be going anywhere prior <br />to the next plavniug commission meeting. Mr. Tallon withdrew the motion. <br />R. Tallon motioned to table the proposal for Developers Diversified Realty Corporation 25853 to 26429 <br />Great Northern Shopping Center and 5078 thru 5194 Great Northem Plaza South. Proposal to construct <br />phase two in Great Northern Shopping Center which will include the demolition of several units aud the <br />new construction of two buildings, one of which is over 100,000 square feet and is considered a <br />"superstore". This proposal will aLso include store front renovations to the remaining units. <br />Referral to the board of zoning appeals is required. He requested that the developer provide for the next <br />meeting detailed and updated plans showing: the existing footprint compared to the new footprint, the <br />location of the loading zones, the lighting layout, dumpster locations, and traffic areas in the rear. The <br />commission would like material samples submitted for review and Mr. Tallon requested that the developer <br />4
