<br />follow up further, and questioned if it was not the responsibility of the Police Department to forward it <br />on. She clarified that this was one resident making multiple complaints. She questioned the if it were <br />legitimate to use the parking spaces in the back to meet the requirements of the parking requirements of <br />the center. Mr. Barrow verified that this would be employee parking only. Mr. Conway stated that the <br />parking requirements also considered employee parking. Mr. Barlow clarified that these drawings are <br />basically the same as what they were shown Saturday, but did reflect some of the comments made by <br />the members at the meeting. In response to her other questions: Mr. Barrow stated that there were no <br />changes in the measurements of the buildings, the only new measurements refeired to were from their <br />buildings to the condominium buildings. Mr. Tallon advised that the lighting would be placed closer to <br />the properiy line with the light facing in, so the light would not come back to the homeowners. The <br />developers advised that there will be a combination of lights mounted on the buildings and cut off so <br />that it the light will not cut across the parking lot; and lights on the poles will directed toward the <br />buildiugs so that the lights will not be directed to the back yards. Mr. Tallon advised that no <br />photometric plan had been submitted as yet. Mrs. Doubler stated that, when Plaza South was built, the <br />residents were told that it would not devalue the property, however, a resident had been notified that <br />the properiy was devalued at a lower rate. She is concerned about that these build.ings, coming closer to <br />the condominium property will further devalue the property. In conclusion, she reiterated that the board, <br />as a unit, has not had enough time to discuss this thoroughly, and neither has there been time to discuss <br />this with the residents. Mrs. May, a resident of Fleharty Road, stated that they have a problem with a <br />shopping center behind them She was concerned that no one knew what kind of store was going in, but <br />if it is a Home Depot, their hours are from 7:00 a.m. to 10:00 p.m. and they get their deliveries at night <br />with construction crews picking up materials at all times. She questioned how the board could make a <br />decision without knowing what was going in there since all businesses are different. Ms. Philips, <br />treasurer of Country Club Condominiums, reiterated that the association would appreciate time to <br />consider this and discuss it with their members. She pointed out that these are not renters, they are <br />owners, and the complex consists of 25 acres, it is at least valued at two million dollars, and has a <br />$600,000 yearly budget. The association has continually imiproved the properiy to make a good <br />presence in North Olmsted. There are concerns about security, noise control, and privacy. When Plaza <br />South was being planned, the developers gave them the opportunity to present the proposal to the <br />owners, who according to the by-laws, had to vote on it. Now the association is requesting an <br />opportunity to review this and express their concerns to the commission. In response to Councihnan <br />McKay's questions, W. Conway advised that the half mile radius was measured where the centerline of <br />I-480 and Great Northem Boulevard intersect and 60% of the lot, not the building, has to be in this <br />radius. As it exists today Plaza North is basically one lot, and a small portion is within the radius. Mr. <br />McKay pointed out that the commission is dealing with the values of these properties, and he did not <br />tlunk a four foot mound and trees would be a sufficient noise barrier nor would it stop debris from <br />blowing onto their property. He believed that this noise barrier should be enhanced. Mr. Tallon and Mr. <br />Conway discussed the various meeting dates of the boards to which this proposal must be forwarded. <br />Mr. Conway advised that he would hold a spot for them on the board of zoning appeals agenda until <br />they get their paper work in. Mr. Reed, a resident of Country Club Condominiums, asked for a <br />clarification of the photometric plans. Mr. Tallon stated that the plan would should the foot candles of <br />the light at various increments throughout the property; the objective being zero foot candles at the <br />property line. He verified for Mr. Reed that this was a,paper measurement. Mr. Reed questioned if this <br />superstore would change to a 24 hour operation a certain times, similar to Wal-Mart. Mr. Barlow did <br />not know. Mr. Reed questioned the distance from the garages to the screen walls or truck load.ing <br />docks. Mr. Tallon stated the closest point was 170 feet from the closest structure to a condo building. <br />Regarding sound buffering, Mr. Reed questioned if there were any studies showing decibel levels of <br />generated by various delivery trucks versus the type of retaining walls, or structures as far as sound <br />dampening or inverse square drop off of sound with relation to where the homes are, what is considered <br />5
