' ?/•?? ¦ <br />During the framing of the motion, Mr. Herbster advised the developers that if they came in with the <br />superstore, they would have to follow all the stipulations of Section 1139.11 requ.iriug a traffic study, <br />infrastructure improvements, etc. <br />2) C.V.S. Pharmacy, 23359 Lorain Road. <br />Proposal to construct pharmacy in front of existing Goodwill and Hobby's, Etc. units. <br />Variances may be required. <br />Mr. Petros, represented C.V.S. and Mr. Beta, architect, submitted revised plans. Mr. Beta explained <br />that the revised plans reflect the comments made by Bu.ilding Commissioner Conway after his review of <br />the original submittal. He explained that the original submittal showed a single drive-thru canopy, this <br />plans shows a double drive-thru to allow more room to the south of the store. They will be removing <br />about four or five thousand square feet from the Goodwill store for better traffic flow around the back <br />of the C. V. S. store and to allow for more p arking. These plans also address the landscaping and include <br />zoning information. They do not know the hours of operation. Mr. Herbster pointed out that there <br />wou.ld be outside speakers for the drive-thru approximately 40 feet away from an apartment complex <br />and headlights will be shining onto the apartment's property. He further stated that the way this is laid <br />out, traffic on Clague will use this as a cut through to Lorain Road. Mr. Beta responded that they could <br />install speed bumps and shield the apartments with a fence or a small masonry wall. It was explained to <br />Mr. Manning, that they are demolishing a good deal of the existing build.ing, but part will remain with <br />an enclosed service area. Mr. Manning questioned delivery hours. Mr. Beta explained that this is a large <br />retail area with cars parking on the lot, and the existing building is right on the property line with no <br />landscaping. -He maintained that this would be an improvement over what has been there for the last 20 <br />years, with a new 10 foot landscape buffer between the apartments and their property, and the building <br />that was on the line demolished. The landscaped buffer could be enhanced. The rear property of the <br />apartment has no building on it, it will be a parking lot. Mr. Maynard, representing Villa Modern, <br />advised that Goodwill closes at 8:00 p.m. and Hobby's etc., closes at 9:00 p.m., so this will be bringing <br />in more traffic to the drug store. He noted that the dumpster and the loading dock will be closer to the <br />apartment property. He pointed out that they have not had a lot of noise since Marc's I'izza Place and <br />Chuck E. Cheese moved out. The owners have told them little about this, but they have been towing <br />the apartment residents' cars that were parked in their lot. Mr. Beta responded that they were taking a <br />bad situation and converting it to a reasonable situation and are willing to make it even better. The first <br />floor residents of the apartments will be looking at the 10 foot landscape buffer, not a parking lot like <br />they are now. Mr. Manning believed that, aesthetically, this was not pleasing with two separate <br />buildings that look like boxes. He advised that this would be the fourth drug store on this property, and <br />three of them went out of business. In response to the members' questions, Mr. Beta advised that the <br />Shell station on the corner is owned separately and the boundary is the landscape bu.ffer; they intend to <br />redevelop the existing building in 30 months after the Goodwill's lease runs out. They are cutting off <br />3500 square feet and will be giving Goodwill the Hobby's stores space to use for that period. The <br />interior service area will keep the dumpsters and Goodwill's collection boxes inside since that has been <br />a problem The truck load.ing zone on the old building is where the plan shows " new overhead door". <br />They will raze the old building after the 30 month period and construct a more modern structure. Mr. <br />Brennan believed that having both the service drive and parking in the rear was a dangerous situarion. <br />Mr. Herbster thought that the service doors to the new store was too close and there would be too <br />much noise for the apartments. Neither did he think speed bumps would keep drivers from cutting <br />through. Mr. Beta stated that there would be just one delivery a week and they could remove the <br />compactor and just use a dumpster. He does not know how to control cut through traffic. Mr. Herbster <br />noted that the way this is laid out it would be a direct route to Lorain Road, at present the cars have to <br />weave around. Mr. Tallon suggested swinging the building lengthwise parallel to Lorain Road to the <br />7
