all the abutting property owners and located all of the low spots. He would like to put in two yard <br />inlets in the low spots of the abutting properties. French drains are to be put along the back yards to <br />help collect the water. Such water will be drained into Manor Care's proposed retention system. <br />Mr. Yager wondered if the residents present were satisfied with this system. Mr. Behrand advised <br />the residents concerned about the water were not present because they were satisfied with the <br />system. Mr. Davis, representing Mrs. Swardell, explained she had concems about vision. Re was <br />unsure if the fence would block Mrs. Swardell's view into the properiy. Mr. Zergott questioned if <br />the residents would prefer a chain link fence with landscaping instead of the board on board fence. <br />Mr. Behrand believed Mrs. Swardell was one of the residents that wanted the board on board fence. <br />Mr. Zergott questioned if there is room for landscaping and wondered if a plan can be presented for <br />replacing trees that are removed. He asked that a landscape plan to help block some of the views be <br />presented in a couple of weeks. Mr. Wagner was willing to accommodate the neighbors with <br />landscaping if it will not effect the drainage system. Mr. Zergott advised Mr. Wagner to contact the <br />forester so that he can evaluate the property in terms of what trees should be removed and where <br />additionallandscaping is needed. Mr. Howard agreed to check into the amount of landscaping that <br />may be included in the swail area. This was an area of concern as there is only ten feet between the <br />pavement and the property line. Mr. Zergott believed if the pines are installed on the east side of the <br />fence, there should be some agreement that the abutting properiy owners maintain them In <br />response to a residents question, Mr. Zergott advised Manor Care would plant them, but it would be <br />up to the residents to maintain them. The members d.iscussed the building materials. Mr. Yager <br />noted, although he is not a fan of the orange mansard it has more of a residential appeaL He <br />wondered if there could be an awning above the entrances so that .it looks distinctive. Mr. Liggett <br />believed this was needed to compliment the mansard. The members would like something to soften <br />the appearance so that the addition does not look like a brick box. Mr. Behrand agreed to work <br />something out and the members noted this can be faxed to the clerk and reviewed independently by <br />a member of the board. Mrs. Krieger suggested using metal halide fixture rather than the high <br />pressure sodium. Mr. Behrand explained tlie high pressure sodium was recommended at planning <br />commission. Mr. Liggett believed the high pressure sodium will make the brick appear orange or <br />yellow. The architectural review board would like to recommend metal halide lights. Mr. Zergott <br />noted the patio is being surrounded with Arbor Vitae, he suggested breaking this up with some <br />flowering trees, perennials and flowering shrubs. He believed this will improve the appearance. Mr. <br />Zergott believed he can provide a sample of what he is talking about if requested. T. Liggett moved <br />to approve the plans as submitted with the following exceptions: the landscape plans need to be <br />reworked and adjusted to satisfy a lot of the residents surrounding the property in regards to views <br />of the parking lot and views into the property; the swail and the fence along the east property line needs to stay close to the present location, but still work with the parking setup as proposed; the 6 <br />foot high board on board on the other side of the swail is a good idea; the landscape plan should be <br />worked out with the owners, City Forester and Mr. Zergott; the forester is to review the trees and <br />guide through a lot of the screening; the building needs some sort of added feature to address entry <br />ways, such as an awning, creating a residential flair and a connection between the addition and the <br />rest of the building; and a metal halide fixture is recommended. The developers are required to <br />submit revised plans for the foresters review by noon on Friday, June 20, 1997. It was noted the <br />proposal will be referred to the bzd committee of council on June 23, 1997. Mr. Rymarczyk <br />believed the changes xnay have to return to plannvng commission. It was noted this is subject to the <br />builcling commissioners determination (after the meeting the bu.ilding commissioner determined the <br />proposal did not have to return to planning commission). All changes for the landscaping and <br />building should be submitted by Friday. The clerk advised the board of zoning and development will <br />8
