ARCHITECTURAL BOARD OF REVIEW JULY 16, 1986 PAGE 2
Statesince this is their light; and questioned what would happen if
the State would not give approval for this modification. Councilman
Lackey would like the State to ascertain in writing that they will
allow this modification. Mr. Zwick explained that the State will re-
quire a letter from the City requesting that a permit be issued to use
this property for the driveway and the issue of the light can be ad-
dressed at that time. This is not the jurisdiction of this Board. Mr.
Nagy, representing the church, -requested that some trees and shrubs be
installed by the developer along the back wall of the building and the
fence (on church property) since the building is on the property line
and the developer cannot landscape on his own property at this point.
Mr. Ebin does not think that the City can require them to do work on
adjacent property and that this should be between the church and the
developer. S. Ebin moved to approve plans as submitted with.the recom-
mendation to Planning Commission to get a firm commitment on just what
does happen at the traffic light at the intersection of.Lorain and
Great Northern Blvd, seconded by J. Britton, and unanimously approved.
For the fifth time Mr. Ebin mentioned the ground sign on Plaza West which
still has overhead wires. The contractor has taken out a permit to change
the wiring, but the wires have not been put underground as yet. Mr. Ebin
requests that the sign be disconnected until this is accomplished.
V. NEW BUSINESS:
1) Meineke Discount Muffler Shops, Inc.,
on the south side of Lorain Road,
Proposal to construct muffler shop,
1986).
east of Forest City Auto Parts,
(Heard by Pl,anning Commission June 24,
Mr. Dadian, the owner, presented colored rendering of original proposal
(garage doors facing Lorain Road), and explained that elevation which was
originally on the side will now be facing Lorain. He advised that they
may lengthen the window facing Lorain. Building wall will be an off
white split face block; facia wi11 be dark brown aluminum verticle siding;
coping wi11 match; windows on the rear will b.e glass block; window and
glass door trim wi11 be bronze aluminium; and pedestrian door will be
bronze steel; overhead doors will be white steel. No equipment will be
on the roof. Building Commissioner Spino suggested some protection for
the building at the rear. During the discussion it was pointed out that
the last 2 parking spaces in the back are not useable; Mr. Gilliland,
the architect, stated that the parking could be rearranged. Dumpster
will be screened with board on board fenceo Landscaping plan was satis-
factory. Wa11 signs shown on rendering will be eliminated since they
would exceed the sign area allowed. Pole sign has a yellow background
and black letters with a dark brown frame and pole. Sign is internally
illuminated and wiring will be underground. S. Ebin moved to approve
the building plans as submitted with the exception that the required
parking spaces do not have p rope'r function and that the site plan
should be revised in that regard before it goes to Planning Commission,
seconded by J. Britton, and unanimously approved. S. Ebin moved to
approve the pole sign as submitted, seconded by J. Britton, and unani-
mously approvedo
