Mr. Fazio agreed <br />and will present a revised site plan to the Architectural Board of Re- <br />view. Building Commissioner Spino pointed out that rear of property is <br />not a hard surface and cannot be used for required parking. B. Gorris <br />moved that the proposal for the Expresso coffee and doughnut kiosk be <br />referred to the Architectural Board of Review;and at the same time, we <br />request that Mr. Spino reconfirm the parking for this parLicular parcel, <br />that the parking for Rad-Air and the new kiosk will meet the code; and <br />to refer these plans to the Safety Department for their input; I would <br />suggest that the plans may be forwarded to the Architectural Board, they <br />should indicate that there will be only one curb cut; and to refer to <br />the Engineering Department, seconded by R. Bierman, and unanimously <br />approved. Mr. Gorris amended the motion to request that Mr. Spino also <br />check on the signage since there are two businesses on one pronerty and <br />as it refers to the menu board as well, seconded by Mr. Bierman, and <br />unanimously approved. <br />3) 28900 Office Park, 28900 Lorain Rd. <br />Proposal to construct office complex. <br />Attorney Pt; Giesser presented plans for complex which will have five <br />4,000 sq_uare foot units built in two different st_yles; retention system <br />wi11 lie installed; one acess drive is planned off Lorain Road with 80 <br />parking spaces; board on board fence is planned on rear property Iine <br />of adjacent residential neighbor, Commission questioned number of park- <br />ing spaces; it wouldseem that parking is based on the reauirements for <br />a sma11 business (less than_ 12,000 sq. ft) since each unit is only <br />4,000 sq, ft. However, it was pointed out that the entire complex is <br />over the minimum and possibly should_be figured as alarge business <br />whieli would req_uire more spaces. It was decided to table this proposal <br />in order to deternine which parking standard should be used. Mr. Elliott, <br />the adjacent neighbor whose side and rear property lines abut this pro- <br />perty, viewed the plans. Fence and trees are planned adjacent to his <br />rear property line and Austrian pines are planned parially along the <br />side line adjacent to the parking area. Mr. Elliott stated that he has <br />an easement through the rear property for cirainage. Mr, Giesser was <br />advised that he would have to submit a landscape plan showing a11 ex- <br />isting trees and stating whether they will remain or be removed. T. <br />Morgan moved to table the proposal to build the Office Park at 28900 <br />Lorain Road until the next Planning Commission meeting pending the re- <br />vi:ew of the parking and the interpretation of the ordinance relative to <br />parking requirement for this property from the Building Department, <br />seconded by B. Gorris, and unanimously approved. <br />4) Retail Building, 23900 Lorain Rd. <br />Proposal to construct retail building (second phase of Adon Eq_uipment <br />Co. proposal, originally heard by Planning Commission September 10, 1985) <br />Mr. Wilkes, the architect, and Mr. Schmidt, the owner, explained that <br />this is tlie second phase of their original plan. The first building is <br />still under construction. The former auto parts store will be torn <br />down, but the house on the rear of the property will remain. E. Traczyk
