<br />L? <br />PLANNING COMMISSION MARCH 11, 1986 PAGE 4 <br />stated that when lot is full, cars cannot cut across lot, traff ic is <br />slower, and it is.less dangerous. Traffic pattern, including bus route, <br />around building is not defined as yet and is being studied. City Engin- <br />eer Schaller stated that his office has been contacted by their consul- <br />tant in reference to this study. It was.also pointed out that a variance <br />and clarification is being requested from the State regarding smoke ex- <br />haust requirements in the existing mall, the addition will conform to <br />these new State requirements. Building Commissioner Spino advised that <br />the building permit would be contingent upon getting State approval. <br />Some trees will be removed on the south elevation and Mr. Bierman would <br />like some type trees or green area to replace them; these can be tem- <br />porary since a proposed department store will be constructed there. B. <br />Gorris moved to refer Biskind Development Co. proposal to expand Great <br />Northern Ma.ll to the Architectural Board of Review for their input; <br />to pass on to the Safety Department for their input; and to Engineering <br />for their input; and at the same time to make a suggestion that the Archi- <br />tectural Board pay particular attention to the landscaping on the south <br />elevation and request that Mr. Carlisle provide Mr. Spino with copies <br />of the following five drawings that were part bf the parking study, . <br />namely; the mall parking ana-lysis, the plaza parking analysis, the plaza <br />south parking analysis; also? drawings. labeled figure 1, Great Northern <br />Shopping Center, the Plaza, and figure 2, Great Northern Shopping Center, <br />the Mall, so that-Mr. Spino has a better picture of the overall parking so <br />that he can determine that he is satisfied. I would also like to ask <br />the developer when he comes back the next time, to be prepared'to show <br />us the exact loeation of what is now the road that runs along entrance <br />four and along the west end of Penny's and also, if possible, be pre- <br />pared to.tell us-what the new route of the RTA is going to.be, and <br />would also like to again reiterate the ComniU-ion's concern about the <br />parking as it relates to pedestrians crossing inimany places eee-$tafty two ma.in [?c) <br />roads, seconded by R. Bierman, and unanimously approved. . <br />6) Great Northern Corporate Center, north of 25000 Country Club B1vd,..Phase 2 <br />Proposal to construct second office building of proposed complex. <br />(Added to agenda) <br />Mr. Carlisle presented plans for the second office building and also <br />a plan showing the land banked area of 250 parking spaces which had been <br />a condition of the variance previously granted by the Board of Zohing <br />Appeals for_the number of parking spaces. This building will be similar, <br />but not identical to the first building. He explained that the mechan- <br />ical equipment room with a penthouse appearance has been added around <br />the perimeter of the roof with a pen to enclose any satellite dishes that <br />might be needed: Mr, Carlisle clarified that when the parking study was <br />done, the building was 62% occupied and the parking study was based on <br />the number of spaces required for that occupancy. There will be contin- <br />uing parking studies with each additional-phase.- Chairman Burns ques=. <br />tioned if the Corporate Center was all on one parcel. Mr. Carlisle <br />will have a positiye answer on that at the next meeting.. T. Morgan <br />moved to refer the proposed construction of a four story office building <br />at Great Northern Corporate Center to the Architectural Board of Review <br />for their.-recommendations; to the Engirieering-Department for any addi- <br />tional-.drainage that might be--required; to the Safety Department for <br />their review of the overall plan, seconded by-E. Traczyk, and unani- <br />mously approved. Mr. Gorris would like a plan showing any future
