PLANNING COMMISSION MARCH 25, 1986 PAGE 3 <br />Commission meeting attended by the developer. In reference to the canopy, <br />Mr:.Draeger presented a color drawing and explained that it would be a <br />brownish color with a red stripe. Mechanicals will be partially con- <br />cealed behind a 2' parapet and will be painted to match the building, <br />probably brown. T. Morgan moved that the proposal to construct an ad- <br />dition to the front and rear of Olmsted Manor Nursing Home be approved <br />as shown on the plans including the recommendations of the Architectural <br />Board of Review with the exception that the entry way as shown at tonight's <br />meeting, the b rown canopy, be approved and that the parapet be raised <br />2' or so, to cover the mechanicals on top of the roof and that any ex- <br />posed mechanical above the parapet be painted brown or some color con- <br />sisto-nt with the building, seconded by R. Bierman, and imanimously ap- <br />proved. <br />2) Expresso, west of Rad-Air (24260 Lorain Rd.) <br />Proposal to build kiosk for drive-thru doughnut and coffee shop. <br />(Heard by Architectural Board of Review March 19, 1986). <br />T. Morgan moved to table the_Expresso proposal to build a kiosk until <br />the next regularly scheduled meeting at which time the developer can be <br />present to answer questions of this Commission, seconded by E. Traczyk, <br />and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Rezoning request for rear part of parcels 233-06-008 (Space Age Industrial <br />Design, Inc.) and 233-06-019 (Hopkins and Bammerlin). <br />Proposal is to re-zone the rear portion of each parcel from exi.sting <br />Mixed Use District to Limited Industry, so that each parcel will then be <br />zoned entirely Limited Industry. Location is the south side of Bradley <br />Road west of Barton Road. <br />City Engineer Schaller explained that rear portion of both lots are to <br />be re-zoned from Mixed Use to Limited Industrial (front portion is now <br />Limited Industrial), so that zoning will conform to property lines. <br />Blocks "B" and "C" shown on map were rezoned to residential in 1978. <br />Mr. Hotz, attorney for Space Age, stated that Mr. Hardy, owner of Space <br />Age, has been told by the former Building Commissioner that the property <br />was totally zoned Limited Industrial. He was advised of the mixed zoning <br />when he was attempting to get a variance to expand his building. Expansion <br />with this mixed zoning and the 50' buffer strip and side lines as re- <br />quired by code would make expansion impossible. He has an option to <br />buy the adjacent lot. Assistant Law Director Dubelko advised the <br />Commi.ssion that a buffer is required around the perimeter of the Limited <br />Industrial,area regardless of the zoning of adjacent land, not just when <br />adjacent land is residential. Mr. Schaller stated that it would seem <br />that the wrong parcel was indicated as Mr. Hardy's property on the map <br />that he had shown the Commi.ssion. After some study it was decided that <br />there had been a subdivision of property that was not shown on this map
