Wixted moved to approve the proposal to con- <br />struct a new self service gas station, Standard Oil or Sohio, and <br />mini mart at 25295 Lorain Rd. incorporating the revised landscape <br />plan and that the Safety Department Report be forwarded to the BZD <br />Committee, seconded by E. Traczyk, and unanimously approved. <br />3) L. K. Heating and Cooling, Inc., 4891 Dover Center Rd. <br />Proposal to construct.lz story garage to existing office. <br />(Heard by the Architectural Board of Review March 19, 1986). <br />Mr. Krejci presented plans showing 12 parking spaces required. Trash <br />container is located on the rear of the property which abuts wooded <br />commercial property facing Lorain Road. The Architectural Board of <br />Review has approved as_presented. J. Brown moved to approve the L. <br />K. Heating and Cooling proposal to construct an attached 12 story <br />garage to the existing office, plans dated March 19, 1986, as pre- <br />sented, seconded by B. Gorris, and unanimously approved. <br />4) Biskind Development Co., 4970 Great Northern Mall <br />Proposal to expand Great Northern Mall on south side of property. <br />(Heard by Architectural Board of Review March 19, 1986). <br />Mr, Nelson, of Biskind Development, stated that they had no objection <br />to extending -the walkway on the south-_ elevation- as requested by- the <br />Architectural Board of Review;-however, a new preliminary parking plan <br />which is to be explained by Mr. Carlisle at this meeting will effect <br />both the landscaping and walkways. Mr? Gorris questioned the Archi- <br />tectural Board of Review's motion regarding the screening of the <br />mechanicals on the roof;-and it was explained that these are to be <br />evaluated after the mechanicals are in place since it was the devel- <br />opers contention that the mechanicals would be noticeable only from <br />a distance of from 300 to 600 feet away and painting them to match <br />the background would be sufficient. The Safety Department questioned <br />if plans were up to date since signals shown on plans do not reflect <br />how they actually are. This is an original site plan and no changes <br />are planned to the present signalization. Regarding parking Pir. <br />Carlisle explained that they have contracted with Barton Ashman, <br />possibly the largest traffic consultant in the United States, to <br />reevaluate the.entire parking and traffic flow plan for both the mall <br />and plaza areas. The entire plan will take approximately two years <br />to implement, however, the area in question will be completed prior <br />to the proposed opening of this expansion in the Spring of 1987. <br />Mr. Carlisle presented a s_chematicplan which shows: parking aisles <br />(running northeast t.o southwest); internal ring road will be elim- <br />inated; and traffic islands which define the perimeter ring road. <br />Implementation of this plan will necessitate the relocation of ex- <br />isting light poles, traffic island, and landscaping. Bus routes <br />have not been determined as-yet. Mr. Carlisle will continue to up- <br />date the Commission as the study continues. Mr. Burns questioned if
