S <br />PLANNING COMMISSION APRfiL 22, 1986 PAGE 3 <br />major business center in the Cleveland metropolitan area and its expan- <br />sion is vital to the city, but that 1480 would be a boundary between <br />residential and business areas. Mr. Wixted questioned the traffic con- <br />ditions which will be created on weekends and questioned if the growth <br />of the Corporate Center would not also impact these same streets. Mr. <br />0'Hara stated that there would be an increase in traffic on Brookpark <br />Road, b ut that traffic has been reduced since I-480 has been opened, and <br />the peak h.ours of these uses would be different. Chairman Burns read a <br />letter from. Fred and Barbara Simon objecting to the proposal on the basis <br />of safety,, additional erime, traffic problems created, on. Columbia Road, <br />questioned maintenance problems and insurance liability of buffer zone. <br />Tao Tetters were presented.Tiy Mrs. Watts in f'avor, of tHe proposal-. A <br />eopy of a petition with 89' signatures olijeeting to the proposal was. <br />presented(original will be presented to Council). Mr. Esper, the first <br />speaker for the Park West Homeowners Association,. stated that they had <br />petitions from 213 residents of Park West Estates who are opposed to the <br />proposal: on the basis of safety, health, traffic, noise polution, de- <br />valuation of property, aesthetics, and quality of life. They maintain <br />that the limited access should be lifted prior to any request to rezone; <br />that there is not undue hardship involved since land can be developed <br />as it is presently zoned; and the reasons the property was zoned as it <br />is still prevail at present. They pointed out that if property is re- <br />zoned tfieir development will be surrounded on three sides by retail <br />property. and4 that tfie houses now abutting the retail districts have. a <br />lower resale vaTue than the others. Tfiey object to turning Brookpark <br />Road into another Lorain Road, and urged that the commercial development <br />be stopped. Mr. Scholis, also representing the homeowners association, <br />stated he was advised by Ken Seuffert who is in charge of real estate <br />and right of way for the State Highway Departmentthat the State will <br />not lift the limited access restriction off Brookpark Road because of <br />Lorain Road traffic congestion, that the city must request this access, <br />and subsequently approval must be g3i'veri by several departments in the <br />State as well as the Fed'eral Departments involved. He stated that he <br />was advised that a 10% reduction in the value of the 80 homes directly <br />affected could be expected. He refuted that only poorer quality homes <br />could be built in this area, since the adjacent new tiomes are in the <br />$100,,000` range and stated that multi-family units would not necessarily <br />have to use their streets. N. 0'Donnell, representing Colebrook Condo- <br />minium Association, and R. Spaeth, West Park-Forest Ridge Homeowners <br />Association,, both advised that their members are opposed to the re- <br />zoning. Chairman Burns stated that the Commission's policy has been to <br />maintain the present b alance between commercial and residential property <br />and believes this develovment would be an encroachment on the residential <br />area. Mrs. Traczyk prefers to see this "downtown" area developed com- <br />merciallv. and, would like to halt commercial development on the west end <br />of town. Mrs. Brown believes rezoning this land would set a precedent. <br />Mr. Wixted, stated that no compelling argument has been presented that <br />this land cannot be developed as zoned and believes that no rezoning . <br />should be granted without the access being approved. Mr. Gorris stated <br />that he is not convinced that the roadways will support this proposal <br />and the future phases of the Corporate Center. B. Gorris moved that <br />the rezoning request by Great Northern Properties Company ''to rezone <br />certain parceis (collectively referred to as Outlot "E") located north
