He also <br />questioned plans for the existing trees. Mr. Draeger and Mr. Hayden ex- <br />plained that there are two trees in the building area and the remainder <br />will be saved. Since Mr. Wendell believes other trees might be affected, <br />he will meet with Mr. Hayden on the site. (Motion to approve the assembly <br />plat was made at this point, see 5ection IV, item 3) J. Wixted moved to <br />approve the proposal to construct a retail building known as Barlo Plaza, <br />north side of Lorain Road, west of 30572 Lorain Rd., incorporating all the <br />suggestions of the Architectural Board of Review and with the understanding <br />that this developer will review the landscape plans with the forester, <br />seconded by T. Morgan, and unanimously approved. <br />5) " Biskind Development Co., property located south of-the existing Great <br />Northern Shopping Center and north of Plaza South (Parcel D). <br />Proposal to construct retail store and arcade addition to Plaza South <br />(Heard by Architectural Board of Review June 18, 1986). <br />Mr. Carlisle represented the developer. Plans had been approved as sub- <br />mitted by the Architectural Board. The Safety Department questioned what <br />is on the north side of the building and if it could easily be patroled. <br />Mr. Carlisle advised that it is a through passage way for pedestrian traffic <br />only and will be closed off by doors. City Engineer Schaller explained <br />that there is no City requirement regarding proximity of building to the <br />gas line in the code, this would be a gas company requirement. Mr. Carlisle <br />explained that the gas compafly required a 10' easement and 14` are being <br />provided. Councilman McKay viewed the plans and had no objections. Mr. <br />Carlisle further explained that the small bushes and trees in the area <br />would be relocated behind the plaza. J. Wixted moved to approve Biskind <br />Development Company proposal, north of the Plaza South, parcel D, to con- <br />struct a retail store and arcade addition to Plaza South as submitted and <br />incorporating the recommendations of the Architectural Board of Review, <br />seconded by R. Bierman, and unanimously approved. <br />6) Great Northern Business Park, located on the south side of Country Club <br />Blvd. (roughly between Great Northern Blvd and Columbia Road) <br />Proposal to construct phase I. (Heard by Architectural Board of Review <br />June 18, 1986). <br />The Architectural Board had approved with the recommendation that some of <br />the excess parking spaces be landbanked for future use (if needed) in order <br />to save some additional trees on the site. Mr. Carlisle has met with the <br />forester who has agreed to mark the trees in the parking lot area which <br />should be savedm The Architectural Review Board had questioned if fences <br />are allowed in the front set back and stated that they believed that this <br />screening should be considered a landscape feature. Mr. Carlisle explained <br />that, architecturally, this structure would serve as a hedge and is a semi- <br />transparent screen to separate the parking lot from the building. Mr. <br />Dubelko stated that structures are not permitted, however, he quoted Section <br />1215.01 wherin the Planning Commission may require structural or landscape <br />features,, such as bumper guards, curbs, walls, fences, shrubs, ground- <br />cover, or hedges to futher the intent and purposes of the Zoning Ordinance.
