PLANNING COMMISSION JUNE 24, 1986 PAGE 4 <br />Mrs.Hunt, representing Clareshire Court, questioned how this proposal <br />would impact their sewer systems since they have experienced some problems <br />in their development. Mr. Schaller stated that the problems that he has <br />been aware of in their condominium have been internal, not the problem the Safety <br />of the sewer system. In the Safety Department report of Director <br />the Police Department stated "I believe there will be a problem with this <br />construction as the project proceeds. The section of Country Club east of <br />Great Northern Blvd. was no constructed to match the western section which <br />was installed with the Mall. An adjustment was made by the city to try <br />and correct this problem when I-480 opened. I feel the intersection should <br />be corrected before construction gets too far along. The possible widening <br />of the east side of the intersection to five lanes and the installation of <br />a turn phase with signalization for Country Club should be added." Mr. <br />Carlisle questioned if widening the intersection would be the responsibility the <br />of the developer. Chairman Burns stated that the Way-&r is asking that the Safety <br />Commission put a contingenc3T upon this proposal. Assistant Law Director Director <br />Dubleko advised that resolving this situation would not be a Planning <br />Comraission responsibility, it should be between the administration and the <br />developer-: Commission again discussed the screening. If the screening-is - <br />approved for this building, they could disallow it on the second building. <br />Mr. Carlisle explained that if they used mounding in place of the screen, <br />it could harm the existing trees which are to be saved. -The Commission - <br />agreed with the Architectural Board that this type screening should be <br />considered a landscape feature. R. Bierman moved to approve the Great <br />Northern Business Park proposal for phase I located on the south side of <br />Country Club Blvd, subject to the recommendations of the Architectural <br />Board of Review and also strongly recommend that the administration and <br />the developer look into the traffic situation at Great Northern Blvd. and <br />Country Club as suggested by the Safety Department, and also include the <br />foresters recommendations, seconded by E. Traczyk, and unanimously approved. <br />7) Biskind Development Co., 4970 Great Northern Mall <br />Parking plan for Great Northern Mall expansion. (Building plans approved <br />March 26, 1986). <br />Mr. Carlisle presented parking plan required with the approval of the mall <br />expansion. Walkway from the strip center to the mall is a raised area with <br />landscaping. Diagonal parking aisles are planned in the area of the mall <br />expansion with only one ring road on the outer periphery of the parking lot <br />will be defined by landscaping. The entire shopping center and mall park- <br />ing lots are being studied and revised and will eventually be presented to <br />the Commi.ssion. Mr. Morgan has no problem with the plan but since there <br />are no acutal number of spaces specified, he requested that the plan be <br />tabled until that information can be submitted. Mr. Carlisle believes <br />that since there is an excess of parking spaces in the mall, this proposal <br />should be acceptable on the basis of improved safety even if it is deter- <br />mined thatthey are loosing spaces. T. Morgan moved to table the parking <br />plan for the Great Northern Mall expansion presented this evening, request- <br />ing that the developer provide the number of proposed parking spaces versus <br />the existing spaces, seconded by J. Brown, and unanimously approved. <br />Chairman Burns announced that Hennie Homes had continued their proposal <br />until the July 22nd meeting.
