I <br />PLANNING COMMTSSTON JULY 23, 1985 PAGE 6 <br />9) Skyline Chili (North Coast Restaurants), north side of Lorain Rd. west <br />of Berkshire Dr., east of Stearns Rd. <br />Proposal to construct restaurant. <br />Building Commissioner Gundy explained that.property is 698' deep; .77 <br />acres will remain undeveloped in the rear and will buffer adjacent resi- <br />dences; build3ng is set back 60' with a 7' landscape area in front; <br />three light poles will be on property. Wo and a half residential lots <br />will abut parking lot on side. Tt was explained that lot has less than <br />the required 150' frontage, but was subdivided prior to the ordinances. <br />Mr. Pfaff of North Coast Restaurants explained that most of the business <br />is inside the restaurant, drive thru window is secondary; hours of opera- <br />tion are not definite as yet, possibly between 10 a.m. and 1 a.m. Mr. <br />Wixted stated that some of these restaurants are open all night. Com- <br />mission would like solid fencing on parking lot adjacent to residential <br />property, as well as landscaping. Councilman Tallon would like front <br />landscaped area increased. Neighbors viewed the plans. They too would <br />like fencing along parking area adjacent to homes. Commission would like <br />developer to submit site plan showing the adjacent property at the next <br />meeting. Mr. Pfaff agreed to solid fencing and landscaping inside fence <br />adjacent to the eastern residential lots. J. Wixted moved to refer the <br />proposal to construct a Skyline Chili Restaurant on the north side of <br />Lorain Road, west of Berkshire Dr., east of Stearns Road to the Archi- <br />tectural Board of Review for their comments and review and we would like <br />to have them consider buffering and fencing with respect to the residen- <br />tial properties that border this proposal on the east side of the property; <br />to the Engineering Department for drainage and water retention; to the <br />Safety Department for their review of traffic; and to request that the <br />developer indicate on his plans the abutting residential properties and <br />their location to said proposal, seconded by B. Gorris, and unanimously <br />approved. <br />10) Self Service Maxi Wash, corner of Lorain and Root Road. <br />Proposal to construct car wash and lubrication shop. <br />Building Commissioner Gundy explained proposal for lubrication center and <br />auto wash, two parcels must be assembled. Tao accesses are planned on <br />Lorain Road and one on Root Road. Mr. Frost, the developer, explained <br />that rear property will not be developed (one lot is entirely commercial <br />and the rear portion of the other lot is residential); building will have <br />two bays for the lube center, four bays for a self service car wash, and <br />one bay as a drive through automatic car wash. Lube center will service <br />thirty to forty cars a day and will operate approximately from 9 a.m. to <br />5 p.m. and car wash would handle 100 to 120 cars per day and may be open <br />24 hours (if open at night an attendant must be on duty according to the <br />ordinance). Mr. Frost believes that a fast food restaurant would handle <br />more cars during the lunch hours than they would service all day. Council- <br />woman Petrigac questioned if there were a need for another car wash since <br />there are go.ing to be four in that immediate area. Councilman Tallon <br />questioned if Root Road driveway (which is opposite Long John Silver's <br />drive) could be eliminated since this could cause congestion on a resi- <br />dential street. Mr. Morgan suggested a single driveway off Lorain Road.
