w PLANNING COMMISSION JULY.23,'1985 -, PAGE 7 <br />Mr. Frost responded that their figures indicate there is a need for an- <br />other car wash; that removing one drive on Lorain was a possibility, but <br />eliminating the Root Road entrance would change the traffic pattern. <br />Neighbors viewed the plans and had many objections: too many car washes <br />in the area; they have traffic problems at that corner now (cannot get <br />out of Root.Road on Saturdays or during holiday season) and this proposal <br />would.add to these problems; other car washes have problems with stacking <br />cars on busy days, and this entrance on Root Road would cause stacking <br />problems on Root Road (a two lane street with a curve just before Lorain <br />Road intersection); there could be water problems with overflow water, <br />they now have problems with street icing up; objected to car wash being <br />open all night; proposal will increase water pressure problems. Assistant <br />Law Director Dubelko advised that proposal is a permitted use and the <br />Planning Commission cannot disapprove on the basis of too many of the <br />same type business in the area. Councilwoman Petrigac advised the neigh- <br />bors that Council is aware of their traffic problems and is working on <br />those problems now. Mr. Frost advised that this system uses very little <br />water and relies mainly on water pressure and that the lot can stack 70 <br />cars, and there will be no stacking problems on the street. Chairman <br />Burns acknowledged the receipt of five letters from residents also opposed <br />to the car wash, their complaints are basically the same. The Commission <br />would-like one central drive on Lorain Road and would like Root Road <br />entrance eliminated. Mr. Frost stated that he could have revised plans <br />available for the Architectural Board of Review meeting. T. Morgan <br />moved that the proposal to construct a car wash and lubrication shop at <br />the corner of Lorain and Root Roads be referred to the Architectural <br />Board of Review noting that the recommendation of Planning Commission is <br />that the driveway shown on Root Road be eliminated; that the two drive- <br />ways on Lorain Road be combined into a central driveway for both entrance <br />and egress on Lorain Road, so noting that the traffic pattern, parking <br />spaces; and so on will have to be modified to conform to the new traffic <br />pattern; and to forward this to the Safety Department for their review; <br />to forward this to the Engineering Department for their review of the re- <br />tention system, drainage requirements and anything else; and with the re- <br />quest that the assembly plat show clearly the vacant portion of this pro- <br />perty with the zone line, and show all lots to the north up to and in- <br />cluding the first lot with a residence currently on it, seconded by B. <br />Gorris, and unanimously approved. It was then clarified for the residents <br />that the water pressure problems would be checked by the Fire Department <br />and by the Cleveland Water Department to assure that pressure is adequate <br />prior to issuing any permits. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) North Olmsted Industrial Park - Improvement plans, location is south off <br />Lorain Road between the C.E.I. easement and I-480. Plat for the roadway <br />was approved by Planning Commission on June 11, 1985. <br />Mr. A, Kanareff,.engineer,'presented the improvement plans which show <br />storm and sanitary sewers, water main, etc. City Engineer J. Schaller <br />explained that individual lots will be subdivided as sold and each site <br />will be treated separately and will require its own retention, etc. <br />Water pressure problems must still be worked out with'the Cleveland Water
