PLAIVNING COMMISSION JULY 9, 1985 PAGE 4 <br />Building Commissioner Gundy explained that the State acquired a portion <br />of the property including a small section partially in front of this <br />lot for the right-of-way for relocated S.R. 252. Property will be de- <br />veloped with driveway on Lorain Road, and a future proposed driveway off the proposed road. Mr. Benders, the Architect, explained that a <br />fence will be installed on the rear and part of the side property line <br />at the request of John Knox Church. The 5,940 sq. ft, building is <br />designed basically to face relocated 252. Lighting will be on the <br />building: Retention system is planned and for now water will be-pumped <br />to Lorain Road storm sewer, when road is constructed this can be con- <br />nected to that sewer.- Building Commissioner Gundy stated that set <br />backs conform (SO' off Lorain Road and 28' from roadway right-of-way, <br />if it is ever constructed); property will have_a Lorain Road address. <br />Law Director_Dubelko stated that Lora3n Road-driveway could be ap- <br />proved as temporary, however, City Engineer Schaller thought that <br />252 might-possibly be-limited access, he will-check.that with the State. <br />Tir. Dubelko advised that the developer had..the right to develop his <br />property.- -Commission would 1-ike_ a-legal opinion as to whether or not - <br />reloca-ted S.R.252 is considered-a_road__(is centerline_journalized?) <br />and there is some concern .as to frontage-of propertyo_ Mr. Dubleko <br />requested that proposal be referred to the Law Department for study. <br />Councilman Tallon expressed concern over--traffic conditions-in this <br />area, left turn lane at that point is used for Great Northern Blvd. and <br />the southern portion of 252 will be emptying onto Lorain Road at this- <br />intersection. J. Burns moved to foi-ward the plans for the proposal <br />of Hennie Homes to construct a retail building west of 25200 Lorain Rd. <br />to the Architectural_Board of P.eview with a recommendation that there <br />be screening from--the-church on the northern line and the appropriate <br />section of_the eastern property line; to the Safety Department; to <br />the Engineering Department; and to the-Zaw Department addressing the <br />issue of an adequate amount of frontage and a determination if re- <br />located 252 is, in fact, a road as may be defined by the codes, seconded <br />by J. Brown, and unanimously approved. <br />5) Shell Oil Company, 25199 Lorain Rd. at Great Northern Blvd. <br />Proposal to construct gas station, food mart, and car wash (existing <br />station to be demolished). <br />IIr.__Santoro_and Mr. Borneman of Shell Oil Co. explained the proposal. <br />Existing station will be demolished. New station will be a combination <br />of gas station, food mart, and car wash buildings with storace and rest <br />room buildings. Canopy conforms to all set backs. Car wash is a"roll <br />over type" and takes about a minute and a half. They do not anticipate <br />any additional traffic being pulled into the area by the station; they <br />will1draw from the existing traffic. All four curb- cuts will remain <br />as they are presently. Mr. Wixted would like two of the curb cuts <br />closed (the ones that are ciosest to the intersection on each street). <br />Mr. Borneman believes that since buildings are being moved back, traf- <br />fic problems would be alleviated and that egress would be more diffi- <br />cult-without these dr.ives. Underground retention system will be in- <br />stalled. Councilman Tallon questioned lighting plans and asked if <br />they could increase the green area-since parcel is so large.
