PLANNING COMMISSION SEPTEMBER 10, 1985 PAGE 3 <br />3) Skyline Chili, north side of Lorain Road west of Berkshire Dr., east of <br />Stearns Rd. <br />Proposal to construct a restaurant. <br />(Heard by the Architectural Board of Review on August 21, 1985) <br />Revised plans show the adjacent residential property, fencing and land- <br />scaping are shown o=ir:. parking area abutting residential property, rear <br />portion of property will remain undeveloped. Safety Department report <br />stated that the undeveloped area may present a problem, since students <br />tend to congregate there. This property is behind Forest School at the <br />end of Hampton Drive and they recommended that undeveloped area be giassed <br />or at least fenced in. Commission would like a fence behind the parking <br />area. Because they plan to be open until about 1 a.m. during the week <br />• . and perhaps until 2 or 3 a.m. on Friday and Saturday, the developers were <br />, advised that an ordinance prohibits drive-thru operation after 10 p.m. <br />during the week, and after midnight on weekends. The Architectural <br />Board has approved the plans as presented providing that electrical ser- <br />vice be underground and that any mechanical units over 12" be screened, <br />and:that screening must be submit.ted to that Board. E. Traczyk moved <br />to approve the proposal to construct a.restaurant by Skyline Chili loca- <br />ted on the north side of Lorain Road, west of Berkshire, and east of <br />Stearns Road with the provision as noted by the Architectural Board of <br />Reivew and also with the addition that the back of the developed area <br />of the property be fenced, seconded by J. Brown, and unanimously approved. <br />4) Self Service Maxi Wash, corner of Lorain and Root Roads. <br />Proposal to construct car wash;and lubrication shop <br />(Heard by Architectural Board of Review on August 21, 1985). <br />Mr. Arnold, the developer, explained that driveway on Root Road has <br />been eliminated, and there will only be one driveway onto Lorain Road. <br />Captain Krynak of the Police Department recommended that: 1) The drive <br />on Lorain Road should be moved to the western edge of the property. 2) <br />Require an ENTRANCE ONLY drive on Root Road at the north end of said <br />property. This will prevent large stacking of vehicles trying to enter <br />said property and those trying to make a left turn from Lorain Road into <br />Root Road. 3) Recommend a realignment of building in order to accommo- <br />date traffic movement around the west portion of the property. The <br />Architectural Board had approved the plans as submitted with the condi- <br />tion that electrical service for the building and the pole sign be <br />brought in from underground. Planning Commission had previously recom- <br />mended that the Root Road drive be eliminated. Mr. Arnold again stated <br />that they could stack 70 cars Qn property and that stacking on Lorain <br />Road would not be a problem. Commission discussed moving the driveway <br />with Mr. Arnold and he agreed to relocate it to.the western end of the pro- <br />perty. Neighbors viewed the plans and were assured that there would be <br />no entrance on Root Road. Neighbors again complained that this proposal <br />would make their existing traffic problems worse. They would like some <br />type of traffice control since they have no break in traffic from the <br />light at the Great Northern Blvd intersection.and they cannot get out <br />of their street. They explained that frequently, especially during the <br />holiday season, they'haue to turn right when they want to go left. , <br />Councilwoman Petrigac advised the neighbors of the traffic study meeting <br />to be held to discuss these problems and requested that they attend to <br />voice their problems and 'opinions on the traffic problems in their area.
