Property is <br />to be subdivided and realigned, so it was decided to hear.this proposal <br />(Item 3, James C. Passant Subdivision, under Section IV) at:this time. <br />James C. Passant Subdivision - location is the northwest corner of the <br />Lorain Road and Root Road Intersection. <br />Proposal is to subdivide and realign three (3) parcels, 232-34-17, 232- <br />24-18, and 232-34-52 into two (2) parcels.,.one of which is the site of <br />a proposed lube center and car wash. <br />City Engineer Schaller expalined that two parcels facing Lorain Road <br />would be combined and that the rear of both parcels would be split off <br />and combined to create'one lot facing Root Road; this parcel would be <br />zoned Residential on the front section and General Retail on the rear. <br />Mr. Dubelko advised that the General Retail portion should be rezoned <br />to Residential. J. Burns moved to approve the subdivision and realign- <br />ment of parcels 232-34-17, 232-34=52, and 232-34=18 into parcels "A" <br />and "B" as shown.on the drawing contingent upon the rezoning of the <br />commercial sectipn of parcel "B" to be created from commercial to <br />Residential, seconded by T. Morgan, and unanimously approved. <br />4) Self Service Maxi Wash (resumed at this point). <br />Pole sign, which had been approved by the Architectural Board, was <br />submittede Councilman Tallon advised the developer that there was pro- <br />posed legislation which could eventually eliminate all pole signs, and <br />suggested that perhaps they would like-to revise this plan. Mr. Arnold <br />would like approval of this sign now and will _consider a ground sign. <br />Mr. Morgan requested that the Engineering Department review the traffic <br />pattern at this area of Root Road and Lorain particularly the light at <br />Great Northern and Lorain which governs the traffic at this intersection <br />to see if there is something that can be done relative to the many com- <br />plaints that were brought out by the residents. T. Morgan moved to <br />approve the Self Service Maxi Wash proposal to construct a car wash and <br />lubrication shop on the corner of Lorain and Root Road as shown on <br />the drawings presented this evening and that with the exception that <br />the only driveway shown on Lorain Road be moved to the western end of <br />the property, that a fence be required on the total back portion of the <br />lot, with the recommendations of the Architectural Board of Review, and <br />including the signage as.presented, seconded by J. Brown, and unanimously <br />approved. <br />5) Forest City Enterprises, 26185 Great Northern Shopping Center. <br />Proposal to construct garden center at rear of store. <br />Forest City Enterprises will be taking over the former Cook's store. The <br />entranee door will be changed and a roof will be installed over the pro- <br />posed garden center in the rear. Tlie Commission has no problem with plans. <br />T. Morgan moved to serit the proposal to construct a garden shop at the <br />rear of the Forest City Store at 26185 Great Northern Shopping Center <br />to the Architectural Board of Review for their recommendations, secon- <br />ded by E. Traczyk, and unanimously approved.
