Mr. Weisenthal explained that curb cut is necessary <br />for the traffic flow in this area: it will prevent congestion at other <br />exits and will keep traff ic away from the condominiums and Victoria <br />Lane. He also advised that some of the parking area to the east is <br />owned by the May Company and cannot be utilized by Biskind Development. <br />Condominium owners viewed the plans and were concerned about the land- <br />scaping, screening, and the truck traffic that would now be diverted <br />down Victoria Lane since service road behind the existing shopping <br />center will dead-end at Victoria Lane (truck traffic will not be able <br />to exit out of the west end of the service drive because of the sharp <br />turn onto Country Club Blvd). It was explained that berms on tree lawn <br />on east side of street will be mounded but they cannot be high enough <br />to interfere with service driveways. Neighbors were also concerned abour <br />additional noise from an open air theatre which is shown on plan for <br />future construction. B. Gorris moved to refer the Biskind Development <br />Company proposed construction, located wouth of the existing shopping <br />center, parcel "D", to the Architectural Board of Review, for any par- <br />ticular comments that they might have, as to screening on the west side <br />of the building, and would also like to refer to the Safety Department <br />for their input, especially as it relates to the proposed curb cut on <br />Country Club Blvd. and as it relates to the fact that they are limiting <br />the access of the strip and if there is any concern on the part of the <br />Safety Department regarding that; and also to refer to Engineering for <br />their review, seconded by T. Morgan, and unanimously approved. Mr. <br />Morgan would like to have the traffic impact analysis forwarded to the <br />Safety Department. Mr. Gorris would again like to remind Mr. Carlisle <br />that the Commission would like a parking survey of all parking in the <br />existing shopping center at the next meeting. <br />In reference to the strip shopping center on the northern portion of <br />Great Northern, approved at the last meeting, Mr. Burns advised that <br />he had been given a copy of the reciprocal agreement between Pick and <br />Pay and Great Northern regarding the easements for parking and access. <br />IV. <br />NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Passant Rezoning <br />Proposal is to rezone the north portion of,parcel 232-34-17 from Retail <br />Business, General, to B-Residential, Single, as directed by North Olmsted <br />Planning Commission on Spetember 10, 1985 for approval of the James C. <br />Passant Subdivision. <br />Proposed rezoning reflects the condition of Planning Commission for the <br />subdivision of the property. J. Wixted moved to approve the proposal <br />to rezone the north portion of parcel 232-34-17 from Retail Business, <br />General, to B-Residential, Single, seconded by J.
