r ? <br />PLANNING COMMISSION <br />NOVEMBER 26, 1985 PAGE 3 <br />Proposal to relocate recreational area (clubhouse, pool, tennis court). <br />(Variance granted October 2, 1985). <br />Heard by the Architectural Board of Review November 20, 1985. <br />Chairman Burns read Police Department report: The area for this re- <br />location is a high incident area for the Police Department with juve- <br />niles congregating, parties, fires, etc. The building as shown on the <br />plan will be difficult to patrol and give proper security checks. I <br />believe the concern of the residents is justified about the hours of <br />the pool and rental of the building. There will be noise and distur- <br />bances with this type of area. The area (vacant) to the south is also <br />an area of concern./The driveway is located on Country Club between two <br />cuts in the median. There is a present problem with vehicles driving <br />over the median making itverq unattractive - I believe this will in- <br />crease with the proposed entrance. The Fire Department had no objec- <br />tion to proposal. Mr. Carlisle presented lighting plan which will put <br />all lighting on the ground with no horizontal spill over.' Plans stiow <br />an 8' board on board cedar or redwood fence which will be placed 5' <br />inside property line as requested by the adjacent neighbor and as re- <br />quired by the Archictectural Board of Review. Opening between this <br />fence and the adjacent existing fence will be closed. Assistant Law <br />Director Dubelko advised that the concerns raised by the Safety Dept. <br />are not the concern of the Plannirig Commission. Mr. Pekar the adja- <br />cent neighbor was present and again stated his objection to the proposal <br />and stated that he would call the police in the event of any disturb- <br />ances. J. Wixted moved to approve the Country Club Condominium Assoc. <br />proposal to relocate their recreational area which includes their club- <br />house, pool and tennis court to property adjacent to Great Northern <br />Village Apartments and the rear and side property lines of property <br />facing Whitethorn Ave, incorporating the 5' set back from the property <br />line on the wooden fence that was mentioned in the Architectural Board <br />of Review's recommendations and also approving the cut-off lighting, <br />seconded by E'. Traczyk, and unanimously approved. <br />4) Biskind Development Co., property located south of the exiting Great <br />Northern Shopping Center extending to Country Club Blvd. <br />Proposal to extend Great Northern Shopping Center. <br />Heard by Architectural Board of Review November 20, 1985. <br />It was explained that Victoria Lane in this area is not dedicated right <br />of way. Mr. Carlisle stated ttiat they are working with the Condominium <br />Qwners Association as to landscaping and mounding on berms to screen <br />the service areas from the condominiums across the street, actual height <br />of berms will be determined later. The Architectural Board had approved <br />as presented with the stipulation that mechanical units on the roof be <br />screened in a horizontal line and that the screening be presented to <br />them at a later date. The Safety Department expressed concern that <br />the driveway exit on Country Club is shown to be offset about 80' and <br />believes it would be better if the drives were across from each other. <br />The plan does not show the location of Clubside, and whether it is <br />across from a drive or offset. The curb cut farthest south will cause <br />a problem being so close to the intersection. The intersection is <br />presently very wide, and with additional traffic going south, especially <br />trucks, it will causefurther traffic problems.. After some study it was <br />determined that there is an existing median cut with no driveway on
