PLANNING COMMISSION NOVEMBER 26, 1985 PAGE 4 <br />Country Club and this is not the median cut to be used, the drives will <br />be approximately 337' apart. Mr. Quidatano, representing the owners of <br />Victoria Plaza Apartments,objected to proposal on the basis that this <br />along with other new developments will increase traffic problems on <br />Country Club Blvd. Mr. Carlisle will give a copy of the new traffic <br />survey to Mr. Quidatano. T. Morgan moved that the proposal to develop <br />parcel "D" which is located south of the existing Great Northern Shop- <br />ping Center extending to Country Club Blvd, as shown on the site plan, <br />be approved including the recommendations of the Architectural'Review <br />Board; including the recommendation that the existing medium cut be <br />closed up and grassed over, that one which does not provide access or <br />egress from any point; and that while the site plan indicates parking <br />which conforms to the codes is adequate for the codes in the shopping <br />area, we would like to consider that as approval of a' p relimin ary <br />parking plan, final parking plan which would be again reviewed by the <br />Planning Commission when the results of the traffic study which will be <br />made within the next month be reviewed if this_parking.varies with the <br />potential on the parking required for the strip shopping center. Mr. <br />Morgan went on to explain that he was approving this on the basis that <br />the preliminary plan was the minimum parking required; and he would <br />like to have a re-review based on the new study. Assistant Law Di- <br />rector Dubelko advised that the developer would have to consent to this <br />stipulation. He stated that he did not think the study was relative <br />to determine if any proposal meets the code, the study might be rel- <br />ative to changing the code. The Law Department will have to look at the <br />various parcels that technically have different ownerships to determine <br />if that parking can be considered as a whole; after that 'is decided, the <br />parking must meet the code as it is written. Mr. Carlisle does not want <br />Parcel "D" held up, since its parking exceeds the code; he cannot commit <br />to putting in additional parking for the existing strip at this loca- <br />tion, if it is determined that the Pick and Pay parking mustbe considered <br />separate from the shopping center, then parcel "D" would also have to be <br />considered separate, both are owned by separate entities; he will work <br />with the Commission on parking problems on the existing strip, if park- <br />ing is shown to be deficient; he is concerned that he might be required <br />to add parking spaces based on the busiest day of the year. Mr. Burns <br />stated that parking for this proposal exceeds the code; survey should <br />not be a factor in this proposal. Mr. Morgan and Mr. Gorris still have <br />concerns that this parking is not sufficient when the total strip is <br />considered, customers will park on parcel "D" and walk to the shopping <br />center. Mr. Gorris would like to table proposal until they get a ruling <br />from the Law Department. After much discussion it was agreed to pro- <br />cede with this approval and Mr. Carlisle agreed that they will continue <br />to undertake an analysis of the parking at the plaza and the plaza south <br />for any future development. T. Morgan moved that the proposal to de- <br />velop parcel "D" which is located south of the existing Great Northern <br />Shopping Center extending to Country Club Blvd, as shown on thesite plan, <br />be approved including the recommendations of the Architectural Board of <br />Review; including recommendation that the existing medium cut be closed <br />up and grassed over, that one which does not provide access or egress <br />from any point; parking for this proposal does conform, and with the <br />agreement in the future between Great Northern and the Planning Com- <br />mission to review the overall parking and make determinations whether
