1. <br />(PLANNING COMMISSION APRIL 10, 1984 PAGE 2 <br />particular emphasis on whether or not they see any problem on Lorain with <br />this particular development or with the driveway as it is located, and <br />any comments that they may have on engress or egress and also to make a <br />suggestion that handicapped parking spaces as depicted in this drawing be <br />relocated adjacent to the ramp, seconded by J. Wixted, and unanimously <br />approved. <br />2) Delane Welker, 23538 Lorain Rd. <br />Proposal to construct addition on existing garage for auto body.shop. <br />Mr. D. Welker explained the plans for an addition to an existing block <br />garage which is located at the rear of the property. Most of the parking <br />area is asphalt and a small slag area will'be resurfaced. Assistant City <br />Engineer McDermott stated that he would check to see if a retention system <br />would be required. No signage is planned at present. Shop will be for <br />body work only, painting will be contracted out. Building will be loca- <br />ted approximately 75' from adjacent apartments which are presently screened <br />with evergreens. J. Wixted moved to refer proposal to construct addition <br />to existing garage for use as an auto body shop at 23538 Lorain Road to <br />the Architectural Board of Review for their comments relative to the ad- <br />dition and the construction and to Engineering regarding drainage on the <br />new surface, seconded by E. Traczyk, and unanimously approved. <br />3) Sisters Chicken and Biscuits, located on 25730 and 25710 Lorain Rd. <br />Proposal .to construct restaurant. <br />Councilman R. Tallon advised that one of the adjacent property owners <br />had not been properly notified and since this does not comply to the ordi- <br />nance, he requested that the proposal be tabled until the next meeting so <br />that all adjacent property owners can be notified. Vice-Chairman Burns <br />stated that proposal would be continued but since there were others in <br />audience who were interested, plans would be explained and neighbors <br />could comment. Building Commissioner Gundy presented site plan: 56 park- <br />ing spaces are planned, 48 are required, a drive through window is plan- <br />ned, one entrance/exit drive will be off Lorain Rd. and one entrance/exit <br />drive will be off Ranchview. Mr. McDermott stated that a retention system <br />would be requ3red and property wi11 have to be assembled (now two separate <br />lots). Mr. B. Hennis from Sisters Chicken and Mr. R. Knight, their engin- <br />eer, stated that xestaurant will be open seven days a week and will pro- <br />bably be operi until 10:30 p.m. weekdays and until 11:30 p.m. or midnight <br />on weekends. They estimate that 300 cars a day would be entering the <br />parking lot with an even distribution of lunch and dinner patrons. Mr. J. <br />Romph, J. Conney, A. Sexton, Mr. Meyers, and Mr. Davis, residents of the <br />Ranchview, West Ranchview and Timbercove neighbor and Mr. J. Monteon of <br />Bailey Rd. addressed the Commission. They made the following comments <br />and objections: one person was killed at the intersection of Ranchview <br />and Lorain, it is impossible to get out of Ranchview onto Lorain on Sat- <br />urdays and during peak traffic hours, a_new traffic study should be made <br />of the intersection, a traffic control light is needed (preferably a de- <br />mand "walk" light), there are problems with the two existing drives onto <br />Ranchview now, more cars and another drive will increase the problem; be-
