Pro- <br />posal is to rezone property from C-Residence, Single, to Retail <br />Business, General. (Variance denied on July 5, 1984). <br />Assistant City Engineer D. McDermott explained proposal and advised <br />that a variance had been denied. Mr. and Mrs. Luther explained ttiat <br />they wanted to use existing dwelling as a quilt and craft shop and <br />that they would not change the exterior of the house. Business con- <br />sists of giving instructions on quilting and other crafts, selling <br />some materials and selling some Amish quilts. Propert.y is sur- <br />rounded on-three sides by General Retail property and they believe <br />that this would be a good buffer between the commercial property <br />and residential area. Chairman Morgan pointed out that if property <br />is rezoned, it could be used for any permitted use in the General <br />Retail Business area. Mr. Morgan pointed out that in the past the <br />Commiss.ion has agreed that the residential areas should be preserved <br />as such. The Luthers stated that this property will be hard to sell <br />as residential and that at this point the General Retail area is less <br />than the 500' width that is the general rule along Lorain Rd. Mr. <br />Gorris stated that this is the problem of where does it stop, some <br />residential property has to abut the business area. Neighbors ad- <br />dressing the Commiss'ion were: Mrs. Matowitz, Mrs. Kozial, Mrs. <br />Crannel, Mr. Sima, and Mrs. Fuller, all of whom objected to the re- <br />zoning.for the following reasons: there is too much traffic con- <br />gestion in the area; there is too much commercial property in North <br />Olmsted, there are enough abandoned commercial buildings in North <br />Olmsted that are properly zoned to accommodate this business; with <br />only one exception Columbia Road is all residential; many people <br />avaid Lorain Rd. because it is so conjested; rezoning would be <br />settiXig a pxecedant. The Commission was advised that a petition <br />with almost 100 signatures had been submitted to the Board of Zon- <br />ing Appeals, objecting to the rezoning. Councilman Bierman requested. <br />that the Commission consider the comments of the neighbors. Mr. Morgan . <br />stated that this is a desirable business and he would like to see it <br />in North Olmsted. T_,,Morgan moved that the rezoning request for <br />parcels 236-8-10 and 236-8-11 located on the west side of Columbia <br />Road, the 2nd and 3rd parcels south of Lorain, to rezone-property <br />from C-Residence, Single, to Retail Business., General be denied, <br />seconded by B. Gorris, and unanimously approved. <br />2) Dudash Subdivision, located on the east side of Stearns Road, south <br />of I-480 and consists of parcels 234-23-11, 234-23-12, and 234-23-13. <br />Plat is submitted for clarification of existing parcels, and is not <br />a proposed subdivision. <br />s <br />Assistant City Engineer D. McDermott explained that this is being <br />submitted for the recording of an existing situation; since there was <br />conflicting information on this property and city plat books did not <br />reflect portion of property sold to the State. The Engineering Dept. <br />requested that a survey be made and the plat recorded. It, was explained <br />to adjacent neighbors that this had been recorded by deed but it was
