Many voiced <br />complaints about existing drainage problems: inadequate and <br />poorly maintained ditches, poorly graded lots, standing water. <br />Mr. McDermott explained that improvement plans must be sub- <br />mitted and would include the underground retention systemand <br />these must be approved by the Planning Commission and the Engi- <br />neering Department. Iie also advised that by ordinance no <br />additional water is allowed to run off on adjacent property <br />and must be contained within the retention system. Neighbors <br />were still unconvinced and would like statements in writing <br />or additional bonds guaranteeing that there would be no ad- <br />ditional problems. Bonds are required now, and according to <br />Mr. Dubleko, no additional bond can be requested. Property <br />owners were advised to check with the Engineering and Service <br />Departments and their Councilperson about their difficulties. <br />It was also pointed out there there are water pressure problems <br />now existing, these will have to be worked out with the Cleveland <br />Water Department. T. Morgan moved to approve the 7515 Company's <br />Subdivision No 1, Final Plat and 7515 Company's Subdivision No 2 <br />Final Plat which includes Tara Lynn Dr, with the following rec- <br />ommendations: <br />1. That sublot 23 be approved by the Board of Zoning Appeals <br />as platted (northern property line is less than 135'). <br />This sublot could be platted with a northern property line <br />of 135', leaving a small section of land which would not be <br />buildable. This would not be in the best interest of the <br />City. <br />2. That the construction equipment for the development of sub- <br />division No. 2 use access from Columbia Road (sublots 1, 2, <br />or 3) instead of access from Walter Rd. (sublot 4). These <br />sublots are all in subdivision No. 1. <br />3. Drainage problem in this area be very closly studied, and <br />that the Engineering Department take all the necessary <br />steps to insure that the water retention system proposed <br />by the developer will, in fact, be adequate for removal of <br />water from this land and will not in any way add any water <br />to any adjacent property owners. <br />4. Request that the developer contact the City of Cleveland <br />Water Department to insure that there is adequate water <br />pressure and supply for the new development because of <br />the many statements by property owners that the water` <br />pressure in this area is inadequate. <br />and also refer this request to the Safety Department to review <br />the plans for traffic in this area, particularly for any pro- <br />blem that the construction access road might give from Columbia <br />to the subdivision, seconded by J. Burns, and unanimously approved.
