r; <br />PLANNING COMMISSION APRIL 12, 1983 PAGE 4 <br />(3) Pheasants Walk Subdivision, Preliminary Plan, located north <br />off Lorain Road and east off Wellesely Ave, the proposal is <br />for fifty-nine (59) sublots, plus access streets, from perman- <br />ent parcels 233-21-59 and 60, and 233-25-4 and 10. <br />Mr. Andreano, Engineer, and Mr. Welke explained that homes <br />would be in the $90,000. to 100,000 range. Assistant Engineer <br />McDermott advised that a portion of the property is zoned <br />General Retail Business, but that since all lots conform to <br />the adjacent "B" residential zoning, no rezoning is required. <br />The Commission is concerned that this might be a problem and <br />would like the property rezoned. Two access roads are planned <br />(from Lorain and from Wellesley Ave.) The interior road is <br />planned to connect to the undeveloped Parkstone Dr. The Com- <br />mission believed that continuing the road could cause problems, <br />and should probably be left undeveloped until Parkstone is <br />developed or vacated. Block "C" in the north east corner of <br />the subdivision, adjacent to that section of the road, must remain undeveloped.-since it'is not buildable. The retention <br />system will be located there. The neighbors viewed the plans. <br />They were concerned about drainage, water problems, and the <br />60' road which exits onto Wellesley, a 40' road. They fear <br />most drivers would use the Wellesley Road exit. The devel- <br />oper has no objection to eliminating this road and widening <br />the Lorain Road exit to two lanes divided by a center strip. <br />Although there is no code stating that a development must <br />have two access road, it is usuall preferable. This should <br />be studied by the Safety Department. It was also explained <br />that each lot would have its own rear yard drain and all <br />water will be handled by the retention system. New subdivi- <br />sions must have underground wiring but.this should no in- <br />convenience the surrounding home owners. T. Morgan moved to <br />approve Pheasants Walk Subdivision, Preliminary Plan with <br />the following recommendations: <br />1. Eliminate access road off Wellesley Ave. <br />2. That the developer consider widening the access road off <br />Lorain to a two lane road with a center strip. <br />3. That sublots 1, 2, 3, and 33 through 37 (which are totally <br />or in part zoned General Retail) be rezoned "B " Residen- <br />tial at the time the final plat is approved. <br />4. That the parcel of land adjacent to block "C" remain <br />undeveloped, for an undetermined period of time. The <br />section of road adjacent to Block "C" shown contained on <br />this parcel connects this development to Parkstone Ave. <br />(a paper street). <br />5. That the drainage and water problems be carefully studied <br />in that area. <br />6. That the access road to Lorain be reviewed by the Safety <br />Department for any pertinent comments relative to traffic <br />and/or access by fire equipment. <br />seconded by J. Roberts, and unanimously approved.
