PLANNING CONIMISSION SEPTEMBER 13, 1983 PAGE 2 as each phase is reviewed. J. Burns moved to approve the de- velopment plan of Phase A-1 of the Great Northern Corporate Cen- ter, seconded by J. Roberts, and unanimously approved. 2. Standard Oil Company, 23425 Lorain Road Proposal to demolish and rebuild on the site. No representative present. The Commission decided to table until the next meeting and requested that Sohio have a repre- sentative present to explain the proposal. B. Gorris moved to table the Standard Oil Proposal until a representative is pre- / sent,+seconded by J. Wixted, and unanimously approved. 3. Occupancy change from Superior Muffler to a Liquor Store at 4710 Great Northern Blvd. Proposal for exterior elevation change. •. No representative was present. Mr. Kevin Leo of Mongello and Associates, present for another item agreed to represent owner since he is familiar with the project. Commission questioned proximity of liquor store to adjacent toy stor.e. Also had pro- blems with placing such a high traffic business in such a con- jested shopping center. Only access is from Great Northern Blvd. and cars must travel through grocery store and toy store parking lot drives and area is not easily accessible. Also since the . •building is adjacent to Brookpark Rd. which is limited access, the State might be more likely to remove the limited access , restriction. Law Director Dubelko stated that code did not • cover proximity of liquor stores to other businesses. Mr. Leo stated that he did not think that State had approved location •' as yet. Mr. Roberts would like to advise the State of the Commission's objections to the location. Mr. Burns believed that this should be Council's decision, since according to code this proposal is a proper use. Assistant Law Director Dubelko stated that the Commissions objection on the basis-of traffic congestion was a legitimate concern and he will research the 5tate Codes.to determine if any procedures.are stated for peti- tioning the State in order to object to the location of the . proposed State Liquor Storea T. Morgan moved to table the change of occupancy from Superior Muffler to a Liquor Store until a representative is present and request that the Law Department research the codes relative to petitioning the State regarding the location of the proposed store and refer to the Safety De- partment for their thoughts as to the location of this business in this area, seconded by J. Roberts, and unanimously approved. 4. Wendy's Restaurant, 26650 Lorain Road Proposal for exterior elevation change. Mr. Wills explained the proposal for curved, red and yellow striped awnings which will camouflage a dropped ceiling inside and also cover design work which was installed for previous
