Catalano Assembly Plat, located at 27996 Terrace Dr. <br />(north side). <br />Combining of parcel 235-10-31 with part of original parcel <br />235-9-13, which abuts on the north. <br />Assistant City Engineer McDermott explained that this was a <br />landlocked property which is to be assembled to the rear of Mr. <br />Catalano's lot. J. Brown moved to approve the Thomas J. Catalano <br />Assembly Plat combining of parcel 235-10-31 with part of original <br />parcel 239-9-13, seconded by J. Burns, and unanimously approved. <br />(3) Pheasants Walk Subdivision, Final Plat, located north off Lorain <br />Road and east off Wellesley Ave. <br />The proposal is for sixty one (61) sublots, plus access streets, <br />from permanent parcels 233-21-59 and 60, and 233-25-4 and 10. <br />Preliminary plan of the subdivision approved by Planning Commission <br />on April 12, 1983 and by Council (with revisions and notations) <br />on May 5, 1983. <br />Mr. C. Andreano, engineer, and W. Welke of Hennie Homes explained <br />that Planning Commission had requested some changes on preliminary <br />plat; access onto Wellesley be eliminated, access to Lorain Road <br />then be widened and a center strig installed; that small section - <br />of street connecting to paper street Parkstone Dr. be eliminated; <br />and that lots located in commercial area be rezoned to residential. <br />The BZD Committee of Council recommended that street to Wellesley <br />should remain and that street-to Lorain did not need to be divided. <br />Final plat reflects the recommendations-of-Council. Neighbors on- <br />Wellesley do not want access street to Wellesley, since that street <br />is narrow. On final plat sublots l, 2, and parts of sublots 3, 35, <br />36, 37, 38, and 39 are in the General Retail District and the <br />Commission recommends that they be rezoned. Mrs. Predovic, who <br />ownes abutting property, addressed the Commission. She believes <br />. that rezoning the above sublots will place restrictions on her <br />commercial property and will devalue it. Assistant Law Director <br />, Dubelko stated that the impact on her-property would not be sig- <br />nif'icant. Mrs. Predovic quoted Section 1174.04 of the Zoning codes; <br />5' side yard required for building in general retail district which <br />abuts residential property.. Mrs. Predovic was advised that there <br />would be a public hearing prior to any rezoning. Letter from Mr. <br />E. S. W-eitzel,_29210 Lorain Rd. was read requesting-that the build- <br />? er be required to construct-privacy fence between access street to <br />1 <br />Lorain Road-and his property which abuts to the side. Developer <br />agreed to put in a fence or landscaped buffer area along Mr. Weitzel's <br />property line if owner would maintain. Mr. Weitzel prefers a fence <br />. and will-maintain it. Assistant City Engineer D. McDermott advised <br />that unbuildable blocks-A, B, C, and D(strips abutting.access streets) <br />should be deeded to abutting property owners; since undeveloped <br />areas must be maintained by someone. Developer wi11 do this if owners <br />will.accept. Neighbors_viewed plans.___One concern was drainage. <br />Underground retention system is planned and will be shown on im- <br />provement plat. Mr. Mahnke stated that with retention system, ditch
